BACKGROUND
CHIETA’s voucher project aims to enable a range of CHIETA Stakeholders and support them to do skills training in an easy and credible way in the Chemical target market for the project. It also aims to address continuing skills shortages in artisan, technical, SME and professional fields that are fundamental to the development and growth of our economy.
The intention of this project is to increase the investment in training and development by large and small companies.
At present the CHIETA supports the following:
- SMME Development related Skills Programmes;
- Employment Equity;
- Mentorship and Coaching;
- Skills Development Facilitator;
- Assessor;
- BBBEE;
- Moderator;
- Facilitator and
- Any other OD ETDP Occupationally Directed Education, Training and Development Practices) related unit standards based programmes.
USING TRAINING VOUCHERS
- Voucher can be used once
- Voucher can only be redeemed at the Training Provider listed on the face of the voucher
- Voucher can only be used for the training programme printed on the face of the training voucher
- Voucher can only be used once and is valid for a single training programme
- Voucher is not redeemable for cash
- Voucher must be used within 1 month of issue. Any extension request must be made within 1 month of issue
- Only companies and (not Training Providers) may request extension with a strong motivation
TRAINING PROGRAMMES
- All training programmes loaded by the approved providers on the voucher system will be verified by CHIETA before approval is made
- All training programmes loaded on the system must be accredited training programmes (unit standard based)
- A soft copy of price list of training programmes to be uploaded on the voucher system must be submitted to CHIETA for approval
- Prices indicated for training programmes may not be exceeded by providers
- Should it be found that training programme prices have been escalated by providers, CHIETA will correct the price
- CHIETA will be conducting spot visits without notification or appointment toTraining Providers participating in the voucher project
PAYMENT TERMS
- Payments requests must be made to CHIETA within two weeks of completion of the training
- However all training that is completed by 31 March 2016 must be submitted within 7 working days of completion of training for end of year finances to be finalised at the CHIETA
- Payment will only be made against an authorized training voucher (VOUCHER MUST FIRST BE AUTHORISED BEFORE ANY TRAINING IS CONDUCTED)
- Should it be found that training was conducted before authorization, CHIETA will not be liable for any paymentas the training was un-authorized and not approved
- An original invoice must be signed by the company and redeemed vouchers must be forwarded to CHIETA with supporting documentation
- Payment will ONLY be made by CHIETA when all of the above is adhered to
- Payment due to providers will be paid on CHIETA's normal terms of 30 working days from receipt of invoice to CHIETA offices not date written on invoice
- No e-mails; copies, faxed or scanned documents will be accepted
REPORTING
- The provider shall provide the CHIETA with evidence of training for SQMR reporting purposes as per CHIETA reporting templates
AMOUNT DIFFERENTIATIONS
- Any amounts exceeding budget allocation per company will be for the company’s own account and CHIETA is not liable
CANCELLATIONS
- No Training Provider is allowed to cancel vouchers on behalf of companies. Only companies may make such requests
- Companies must notify CHIETA in writing about any cancellation for an approved training programme
- Cancellation requests must be made no later than 10 working days before the training commences
- Any cancellation madeafter training commenced will incur a 20% cancellation fee which will be added to the voucher funds and made available to companies
- Cancellation can be reinstated with the consent of CHIETA
- Re-issue of cancelled vouchers is not automatic
- The provider is to advise the CHIETA on receipt of the cancellation by CHIETA companies or “no show”.
- A cancellation can be reinstated with advanced written notification to and written consent received from the CHIETA.
NON ATTENDANCE
- A Training Provider must notify CHIETA in writing should a learner/s not show up for scheduled training within three workings days of completion of training
REQUIREMENTS
- Training Providers may not contact the CHIETA on behalf of companies or act as third parties
- No enquiring on behalf of companies must be made by providers either telephonically or by e-mail
- NoTraining Provider must apply on the voucher system on behalf of companies
- Should aTraining Provider be found to be in contravening CHIETA’s terms and conditions; CHIETA has the right to deregister the Training Provider/s and any approved and pending applications will be distributed amongst other Training Providers on the voucher system
GRANTS / FUNDS RECOVERY
- CHIETA reserves the right to recover such funds disbursed to the provider or company in the event that the training was not conducted in accordance with the signed SLA.
