Auto Body Self-Certification Program

Although the Auto Body Self-Certification Program has ended, the Compliance Assistance Workbook for the Auto Body Self-Certification Program contains a wealth of useful waste management information for the auto body sector. While most of the waste management information within this work book continues to be useful as when originally published, there have been changes over the past six years. Some of these changes are important, such as telephone numbers and regulatory changes. This page lists these changes.

Delaware Regulations Governing Hazardous Waste
Universal Waste / “Mercury Thermostats” is replaced with “Mercury-Containing Equipment” to the list of “Universal Waste”. Mercury-Containing Equipment includes: Thermostats, Barometers, Manometers, Mercury Switches and devices, items or articles that contain elemental mercury that is integral to their function. / 2-9 #16, 2-35, 2-36
Delaware Regulations Governing Hazardous Waste
Universal Waste / Delaware businesses now have the option of managing waste mercury switches as a hazardous waste or a universal waste. See pages 2-35 for discussion on Universal Waste. / Appendix 2- #16

Used Oil containers and tanks / Always keep used oil containers and tank lids and bung holes closed, except when you are filling or emptying the container. Funnels with lids are OK, so long as the lids are tight fitting and kept closed when not in use. / 2-42

There is no need to puncture empty aerosol cans (if emptied through normal use). / A steel aerosol can that does not contain a significant amount of liquid (emptied through normal use) would meet the definition of scrap metal, and if it is recycled, is exempt from the Delaware Regulations Governing Hazardous Waste. Used (waste) aerosol cans that are not recycled as a scrap metal are subject to the hazardous waste regulations if they are hazardous. / 1-11, 2-9 #18, Appendix 2- #18

The Delaware Solid Waste Authority now charges a minimal fee for the Used Oil Filter Recycling Program. / Used oil filters may be managed through the DSWA Oil Filter Recycling Program. The cost is $25.00 for three 55-gallon drums. Both residual oil and steel from the filters are recycled. / 1-12, 1-14, 2-43
The Delaware Solid Waste Authority now charges a minimal fee for the Electronic Goods Recycling Program. / Electronic goods may be managed through the DSWA Electronic Goods Recycling Program. The cost is $0.15 per pound or a $10.00 minimum fee, whichever is greater. / 2-44
