Purpose-The workforce investment system established under WIOA emphasizes informed customer choice, system performance, and continuous improvement. The intent of this legislation is to judge the worth of training based on outcomes and customer satisfaction.

Key elements in the eligible provider process are 1) the ability of providers to successfully perform and 2) the degree to which provider information, including performance information, is available to customers through the One-Stop system.

There are different procedures for "initial" eligibility and for "subsequent" eligibility of training providers. At first, the intent is to provide maximum choice to the consumer, with sufficient information about the trainers for the consumer to make an intelligent decision. However, to remain on the eligible list, training providers must meet or exceed certain performance levels.

Initial Eligibility Process

Providers are required to complete the on-line form, New Provider Creation In this record it is agreed that the provider:

Completing the New Provider Creation Form will provide access to the form, Create New Offering Record form. This application will serve as the local application. In order to be approved for WIA funding course offerings must be aligned with the local Demand Occupation List accessible at Fingerlakesworks.com. Once completed, the information is sent to the Finger Lakes Workforce Investment Board for review and approval. All forms need to be complete with course descriptions and other pertinent information. Training providers are required to be incompliance with State laws and have the license, certification, registration or approval from the appropriate State and/or Federal oversight agency to provide training. Inclusion of a provider’s offerings on the ETP list is neither an entitlement to, nor an assurance of, receipt of training funds by eligible providers from the Local Workforce Investment Area. It is merely the vehicle through which eligible customers access the training providers that have met the criteria established by the local boards. WIA requires that customers make informed and guided choices regarding a program of training. Therefore, a customer awarded an ITA chooses a training offering with the assistance of appropriate staff to ensure that the training offering selected meets the needs of the customer identified in the Individual Employment Plan (IEP).

Subsequent Eligibility

Training providers must provide specific performance information required for subsequent eligibility of each program they wish to continue to provide. They are also expected to complete a Performance Data Form located on the state’s web-site, workforcenewyork.org/etp/. Eligible programs that have been re-named must apply for subsequent eligibility. Failure to apply for subsequent eligibility will result in the training provider's removal from the list. (Any new programs that a training provider wants to have designated as eligible must go through the process for initial eligibility.)

During the subsequent eligibility process, providers must submit, via the web-based application, performance and program cost information for offerings that have been on the state list for at least 18 months. The Finger Lakes Workforce Investment Board may retain provider offerings on the ETP list that they determine have met minimum levels of performance as established by their local area
