CS31.1 PRESENTATION BY MR KIERAN NELLIST
Kieran Nellist gave a presentation in relation to a new Daventry visitor information mobile phone application which would be a free to download resource, and answered members’ questions thereon.
RESOLVED: / That the Town Council support project for new Daventry visitor information mobile phone application, and that this be included as an agenda item for the next meeting of the Town Council to be held on Monday, 23rd March 2015.CS31.2 APOLOGIES FOR NON ATTENDANCE

CS31.4 MINUTES
On the proposal of Cllr M Luke, duly seconded by Cllr Arnold, it was.
RESOLVED: / That the minutes of the meeting of the Community Services committee held on 19th January 2015, having been circulated, be approved and signed as a correct record.CS31.5 COMMITTEE BUDGET
Members reviewed committee budget report for 2014/2015 (Appendix 1).
RESOLVED: / That the committee budget report (Appendix 1) be received and noted.CS31.6 REVIEW OF COMMITTEE PROJECTS
Members reviewed projects earmarked for funding in 2014/2015
(i) Floral Town Entrances
Cllr Tweedale gave a verbal update on progress in relation to floral town entrances, and advised that site surveys would be conducted in the near future.
(ii) Town Notice Boards
Cllr Tubb gave a verbal report in relation to Town notice boards and advised that this was work in progress.
CS31.7 TOWN CENTRE LIGHTING
The Town Clerk advised lighting issues in the town were being investigated by the Community Safety Partnership and was ongoing.
CS31.8 DAVENTRY TWINNING GARDEN ENTRANCE TO TOWN – LONDON ROAD (NORTH)
Members considered a report on progress of project to improve Daventry Twinning Garden entrance to town, London Road (Appendix 2). Members noted the planned planting and await the outcome of discussions with the District Council on maintenance of the grass areas, trees and flag poles.
RESOLVED: / That report be noted.CS31.9 ALLOTMENTS
The Assistant to Town Clerk reported that faulty pales on Drayton East and Drayton West allotment gates had been replaced, and gates had been painted.
CS31.10 CHRISTMAS LIGHTS
Members considered a report on Christmas lights provision 2015/2016 (Appendix 3) and expressed concern at the extra costs relating to maintenance and repair of the infrastructure.
On the proposal of Cllr P Luke, duly seconded by Cllr Arnold, it was
RESOLVED: / (i) That expenditure of £2205 be authorised for testing of eye bolts and replacement of timers for Christmas lights.(ii) That expenditure for enhancements to current Christmas lights be deferred for consideration in budget for 2016/2017.
CS31.11 NEWSLETTER
The Town Clerk reported that the second proof for the Town Council newsletter had been authorised, and was due to go to print this week, for delivery to commence next week.
RESOLVED: / That the situation be noted.CS31.12 ANNUAL EVENTS SCHEDULE
Members noted a report on the following events: - (Appendix 4)
(i) Fairtrade Fortnight – Market Stall on 6th March 2015
(ii) Outdoor Cinema – 25th July 2015
(iii) Arts Festival – 5th to 26th July 2015
CS31.13 VERGE TRIMMING AND MAINTENANCE OF SIGNS
Members considered a report on verge trimming and maintenance of town signs (Appendix 5).

RESOLVED: / That the Town Clerk be authorised to use under spend on floral displays budget to finance this seasons verge trimming and maintenance of signs.CS31.14 CORRESPONDENCE
