Templates for the information document and information folder

PART A INFORMATION FOLDER
1. / General requirements
1.1. / When applying for EU type-approval for an engine, the manufacturer shall provide, in accordance with Article 22 of Regulation (EU) 2015/XXX[S1], an information folder which shall contain the following:
(a) a list of contents;
(b) the information document as set out in Part B of this Annex;
(c) all relevant data, drawings, photographs and other information as required in the information document;
(d)information on the [S2]emission control strategy and the means by which the auxiliary strategy directly or indirectly controls the output variables;
Note that additional confidential information as described in appendix 1 shall be made available, only for the technical serviceperforming the tests and not included in the information folder[RJP3].
(e) information that fully describes the functional operational characteristics of the NO x control measures[S4] and inducement system as referred to in Article IV of Commission Delegated Regulation (EU) 2016/XXX.
Where the engine type or engine family for which the application is being made isa member of a NOx control family approved by the same Type Approval Authority the reference to that approval and justification for membership of the NOx control family may be supplied as an alternative
(f) the manufacturer’s declaration and supporting data on anti-tamperingas referred to in Article 17(4) of Regulation (EU) No XXX/2015 and in Annex III to Commission Delegated Regulation (EU) 2016/XXX;
(g) the manufacturer’s declaration and supporting data on deterioration factors as referred to in Article 24(c) of Regulation (EU) No 2015/XXX and Annex XI to Commission Delegated Regulation (EU) 2016/XXX;
(h) manufacturer's statement on the compliance of the engine type or engine family with the exhaust emission limits set out in Annex II to Regulation XXX/2015 with regard to other specified fuels, fuel mixtures or fuel emulsions;
(i) description of overall quality-assurance management systems for conformity of production;
(j) any additional information requested by the approval authority as part of the approval procedure.
(k) initial plan for monitoring in-service engines (to be presented within one month of the start of production of the approved engine type or engine family);
1.2. / Applications may be made on paper or a commonly used electronic format agreed between the engine manufacturer and technical service. Applications submitted on paper shall be in triplicate. Any drawings shall be to an appropriate scale and in sufficient detail on size A4 sheets or in a folder of A4 format. Photographs (if any) shall show sufficient detail.

Appendix1

  1. This appendix shall apply to electronically controlled engines, which uses electronic control to determine both the quantity and timing of injecting fuel.
  2. Additional material shall be presented to the technical service but not annexed to the application for type-approval.This material shall include all the parameters modified by any auxiliary emission control strategy and the boundary conditions under which this strategy operates and in particular:
  3. a description of the control logic and of timing strategies and switch points, during all modes of operation for the fuel and other essential systems, resulting in effective emissions control (such as exhaust gas recirculation system (EGR) or reagent dosing);
  4. a justification for the use of any auxiliary emission control strategy applied to the engine, accompanied by material and test data, demonstrating the effect on exhaust emissions. This justification may be based on test data, sound engineering analysis, or a combination of both;
  5. a detailed description of algorithms or sensors (where applicable) used for identifying, analysing, or diagnosing incorrect operation of the NO x control system;
  6. the tolerance used to satisfy the requirements in section 97/68 A1 8.4.7.2 reagent compliance, regardless of the used means.
  7. The additional material referred to in point 2 shall be treated as strictly confidential. It shall be made available to the type-approval authority on request. The type-approval authority shall treat this material as confidential.
