A JOINT RESOLUTION TO AUTHORIZE THE SOUTH CAROLINA EMPLOYMENT SECURITY COMMISSION TO EXPEND NOT MORE THAN $1,207,749 OF THE FUNDS MADE AVAILABLE TO THE STATE UNDER SECTION 903 OF THE SOCIAL SECURITY ACT FOR THE PURPOSE OF ACQUIRING OPERATING SOFTWARE AND INFORMATION TECHNOLOGY EQUIPMENT TO BE USED FOR PROCESSING INCREASED WORKLOADS RELATED TO UNEMPLOYMENT CLAIMS AND EMPLOYER ACCOUNTS, TO APPROPRIATE FROM THE SAME SOURCE NOT MORE THAN $9,750,000 FOR USE BY THE EMPLOYMENT SECURITY COMMISSION FOR LAND ACQUISITION AND CONSTRUCTION COSTS FOR OFFICE EXPANSION; AND TO ALLOW FUNDS PREVIOUSLY APPROPRIATED FOR HEATING AND AIR CONDITION AT THE HUNLEY LAB TO BE USED FOR LAB SECURITY AS THE DEPARTMENT OF PARKS, RECREATION AND TOURISM DETERMINES APPROPRIATE.
Be it enacted by the General Assembly of the State of South Carolina:
Funds for Employment Security Commission
SECTION1.(A)From funds made available to the State under Section 903 of the Social Security Act, the sum of $1,207,749, or so much of that amount as is necessary, may be used at the direction of the Employment Security Commission for the purpose of acquiring operating software and information technology equipment to be used for processing increased workloads related to unemployment claims and employer accounts.
(B)There is appropriated from funds made available to the State under Section 903 of the Social Security Act, as amended, the sum of $9,750,000, or so much of that amount as is necessary, to be used at the direction of the Employment Security Commission for the purpose of land acquisition and construction costs for office expansion, as determined by the demand for services and by the applicable federal regulations and guidelines.
Time funds may be obligated for commission use
SECTION2.None of the funds authorized by this joint resolution for the use of the Employment Security Commission may be obligated after the expiration of the twoyear period beginning on the effective date of this joint resolution.
Total of funds which commission may obligate
SECTION3.The amount obligated pursuant to this joint resolution must not exceed, at any time, the amount by which the aggregate of the amounts transferred to the account of this State pursuant to Section 903 of the Social Security Act exceeds the aggregate of the amounts obligated for administration and paid out for benefits and required by law to be charged against the amounts transferred to the account of this State.
Use of funds, Hunley Lab
SECTION4.Funds appropriated pursuant to Part IB, Paragraph 72.111, Act 66 of 2001, the general appropriations act for fiscal year 20012002, to the Department of Parks, Recreation and Tourism for Hunley Lab HVAC may also be expended for lab security as the department determines appropriate.
Time effective
SECTION5.This joint resolution takes effect upon approval by the Governor.
