A JOINT RESOLUTION TO PROVIDE THAT FOR FISCAL YEAR 20022003 ONLY, ALL UNIVERSITIES APPROPRIATED FUNDS TO BE USED TO SUPPORT BASIC AND APPLIED RESEARCH IN INFORMATION AND TECHNOLOGY OUTREACH OPPORTUNITIES FOR SOUTH CAROLINA’S RURAL AND URBAN CITIZENS MAY ALSO USE THESE FUNDS FOR INSTRUCTIONAL AND ESSENTIAL OPERATIONAL PURPOSES ONLY.

Be it enacted by the General Assembly of the State of South Carolina:

Funds may be used

SECTION 1. Notwithstanding any other provision of law to the contrary and for fiscal year 20022003 only, all universities appropriated funds to be used to support basic and applied research in information and technology outreach opportunities for South Carolina’s rural and urban citizens may also use these funds for instructional and essential operational purposes only. Before utilization of these funds for instructional and other essential operational purposes, a certified public accountant retained by the university must first certify in writing to the Office of State Budget that all other costsaving methods have been exhausted. A copy of the certification must be forwarded to the Chairman of the House Ways and Means Committee and the Chairman of the Senate Finance Committee.

Time effective

SECTION 2. This joint resolution takes effect upon approval by the Governor.
