1.0  BACKGROUND

1.1 The Bridgewater Trust proposes to enhance and regenerate under-used and neglected canal towpath as a safe, accessible and multi-functional connection for the communities to celebrate the 250th anniversary of the opening of Britain’s first commercial canal

1.2  At the meeting of the Lead Member on 10th April, 2006, approval was given to the proposed programme of Transport Capital Expenditure for 2006/2007. Included within the programme is a contribution of £75,000 from the Block 3 Transport Capital Programme towards the cost of the refurbishment of the Bridgewater Canal towpath in Salford.

1.4 This scheme will improve access to the canal and improve the facilities for both cyclists and pedestrians.

1.5 The Bridgewater Trust have appointed Urban Vision to design and supervise the scheme.

1.6 The Trust have agreed that in accordance with Salford City Council’s Re-thinking Construction Framework Agreement the scheme would be negotiated with one of the constructor partners and this scheme has been allocated to Birse CL.

2.0 DETAILS

2.1 The scheme comprises:

·  Widening of the towpath where possible and re-construction with a gritstone surface for a length of approximately 450m between Liverpool Road and Hall Bank in Patricroft.

·  Improvements to the access to the canal.

·  Installation of street furniture, signage and information boards.

3.0 FINANCIAL IMPLICATIONS AND RECOMMENDATIONS

3.1. The cost summary of the scheme is as follows:

Contract Works £111442.00

Street Furniture/ Signage/ Publicity £25,608.00

Urban Vision Fees £14,950.00

Total £152,000.00

3.2 The scheme will be funded from the ERDF, Arts Council, the Bridgewater Canal Trust, and a contribution of £75,000 from the Block 3 Transport Capital Programme 2006/07.

3.3 In order to claim the ERDF funding the works and payments must be completed by the end of March

3.4 A fuller breakdown of the cost of the scheme is shown on the Tender Approval Pro Forma which is attached to this report.

4.0 CONCLUSION

4.1  Implementation of this scheme will improve access to the Bridgewater Canal and will encourage the use of these facilities for the general public, disabled and cyclists.

4.2 The urgent approval to this scheme is required to enable an early commencement on site to meet the strict requirements of European funding and to substantially complete the works by the end of March.
