IV.PublicComment: LouiseHeltonreportedthatUNLVholdsaneconomicoutlook twicea yearthatis runbytheCenterforBusinessandEconomicResearch. Theirresearchontheupcomingmonths indicatethateconomicgrowthshouldgaintractiontowardmiddletoendof2013, butthattheirresearchalsoindicatesthatthegrowthwe'veexperiencedatthistepidratewillcontinue. V.ProgramReports:
•TMCC-SydneySullivanreportedthatthebiggestthingsthathavebeen happeningwiththeTMCCReentryCenterhavetodowithstaffingchanges. Sincethelastreporttheyprovided,SydneyhasbeenreassignedasmanagerfortheReentryCenterandJobPrepCenter. Marciahasbeen
given,inadditiontoAcademicAdvisementandTransferCenter,thetaskofgrowingtheInternationalStudentCenter. AsofFriday(12-7-12)theEmploymentSpecialistpositionhasbeenofferedtosomeone. Shehasacceptedbutshehasnotsignedanythingyet. Shebringswithher,twocounselingdegreesandexperiencewiththeunderservedandpopulationsthathavealotofchallengestoovercome. Sheshouldbestartingaround
the1stof theyear. Shehopesthatwiththeadditionofthisperson,theycan
gettheworkshopsupandrunningagainfortheResumeBuildingInterviewSkills;whichatonepoint,beforetherecession,theywere runningonceamonth. Otherthanthat,itisfinalsweekandtheyaregettingalotofthosetypesofcallsfromtheDH'sthatareinschoolandtakingfinals.BarbaraTwitchellstatedthatshenoticedhowlowemploymentnumbersare. It'sroughly2%ofthepopulationwhichshefeelsisconsiderablylowcomparedtowhathasnormallybeendone.
BarbaraTwitchellwaswonderingifitis becauseofstaffingissues. Sydney Sullivanstatedthatamajorportionofitisbecauseofthestaffingchanges.Inthesummertimethemaincampushasbeenratherslow. Theyhaven'tbeenabletodotheoutreachtheywantedtodobecauseofthestaffinglevels. Theyareexpectingallofthistocomebackprettyquickly.
•HELP-CheryleDeDiosreportedonworkshops. Theyhavejustfinishedtheirlastworkshopforthisyear. They'vedone22JobReadinessWorkshopsand21GreenJobsWorkshops,foratotalof43workshopsthisyear. Ofthe22JobReadinessWorkshops,theyhad404participantstotest outattheendatan85%correctnessrate. Theytestedoneverythingin
theirworkbooksuchascoverletters,dressingfortheinterview,personality profile,andnetworking. Thetestconsistsof50questions,25multiplechoice,25trueorfalse. Theystartedtestingthemoutbecausetheywanted tobeabletoputintegrityintotheircertificates. Nextyeartheyhopetopretestandthenposttesttoseehowmuchtheparticipantsarelearningintheworkshops. DeniseGeereportedthatHELPofSouthernNevadajustpurchased2largebuildings,the1640buildingandtheUnitedWaybuilding. CDBGCapitalGainmoneyfundedthosepurchases. Theywillcontinuetoleasethecurrentbuildingwheretheyholdworkshopsatnowinsteadof purchasingitbecausetheaskingpriceandtheassessmentpricediffer.Theyareinthemiddleof theirholidayprograms. Asoftoday (12/10/12)theyhavesignedupapproximately2500households. They'vereceived3200bikesfromthecommunityatlargeandaround$2000ingift cards. Alloftheprogramparticipantswereofferedthishelpandmanyof
themtookpartinit.LouiseHeltonreportsthatHELPofSouthernNevadaisservingover100,000unduplicatedclientseachyearandthatamidst
economicdownturntheyareseeingnewjobscomingoutofthat. Thereare
moreavailablejobs,andtheyneedmorepeopletofillthemthathavethequalificationstofillthosepositions. TheywerealsorecipientsoftheUnitedWayWomen'sLeadershipWomen'sClothingDonationDrive.
Theyreceivedover300suitsthisyear. Goodthingstoreportamidstallthechallenges.265participantsand51gotemploymentatanhourlywageover1O/hr. BarbaraTwitchellnotedthat,asLouisehaspointedout,they'reconsideredthetypicaljobmarketwithanemploymentrateatabout23%ofthetotalnumberofparticipants.
•JOIN-LindaGotelliwasaskedtoattendforKathyMcKnight.InthepacketsareinformationforElko,Ely,andWinnemucca.CarsonCityFallonwerenotinthereport;however,Lindahadtheirnumbers.CarsonCityandFallonhad28applicantsand10participants.Ofthose10participants therewere7carryovers,and2thatexited.Onegainedemploymentof30hrsormoreperweekworkingfortheStateofNevadamaking$13.03/hr.,andtheothermovedfromthearea.Theyalsoenrolled3inlastquarter.Lindadidnothaveanyfinancialinformationbecause itwasnotincludedinthereportthatshereceivedfromKathyMcKnight.JoyceMooregavethequarterlystatusreportsforElko,Ely,andWinnemucca.SheassumedtheseareallWinnemuccabecauseElkoandElyhavenoDisplacedHomemakers.Winnemuccahadatotalof14applicants,17participants,and2thatexitedbecausetheybecameemployedat$11.13/hr.TheyhaveauniquesituationinElyandWinnemucca astheemploymentrateismuchlowerthanitisintherestofthestate.Oncepeoplegettheirskillsthey don'thaveaproblemgettingworkunlessthere'ssomeunknownorunforeseencircumstancethatkeepsthemfromgoingtowork.Shejustlookedatanotherclienttoday(12/10/12)andtheyareeligibleasaDisplacedHomemakerduetoherhusband'sdeathinJuly.BarbaraTwitchellwould likeWISStofollowupontheCarsonCityandFallonreports.Thereisnodocumentation,nodemographics,etc.LindaGotelliwillgettheinformationtoSamanthaHill-Cruz.Samanthaisgoingtofollowupandmakesurethatthereportshaveallofthedocumentationincludedfromnowon.
VI.Discussion/Possible Action
•TracyGuinnsuggestedthatsincetherewasaquorum,thattheboarddiscusstheapprovaloftheJune2012BoardforEducationandCounselingofDisplacedHomemakermeetingminutes. BarbaraTwitchellhadsomecorrections. Inlightofthechanges,sinceSydneywasappointedSeptember 151theminutesneedtoreflectSydney'snamefromDHCenterStafftoDHCoordinatorsinceMarciawasabsent. MinutesstatethatfourboardmemberswerepresentatthattimeforaQuorum,buttherewasonlythreenotfour. TheQuorumwascalledat4:08whichwaspriortoLouisecominginat4:18pm. Thisneedstobecorrectedforaccountability. On
occasion,ifoneoftheboardmembersisnotpresentandsomethingispassed,it'sgoodtoknowwhosevoteswerethere,justincaseiteverwas anythingcontroversial. Also,undervotetoreleaseboardmonies,theminutesareconfusing. Thereweretyposas therecordingwasmuffled becauseeveryonewastalkingovereveryoneelseandnotidentifyingthemselves.KarleneJohnsonsuggestedthateveryonegetbacktoavery formalwayofdoingthemeetingssuchas"madamchairmanthisissoandso." TracyverifiedwithKarleneJohnsonthatshewillwaittosignoffon theminutesuntilthey'vebeencorrected. Boardmembersvotedto
approveminuteswiththeabovereferencedchanges. Tracywillsignwhencorrectionsarecompleted.. Thiswasputupfora voteanditpassedunanimously.
•LouiseaddressedthefindingsfromtheAttorneyGeneral's. Therewasn'tanythingtoreport. Shehashadseveralconversationsandtheanswershavenotcomeforward. Samanthawillplaceonagendafornextmeeting.
•Boardreservefundswereaddressedalittlebitlasttime. KarleneJohnsonwasgoingtogettheinformation. KarlenestatedthattheFinancial ManagementRepresentativeisnotavailable. Thiswillbeputbackontheagendaforthenextmeeting.
•LouiseHeltonbroughtupthatoneofthethingsthatweretalkedaboutwasthebrochure. Karlenesentcopiesoutof thecorrectbrochure.Thereareverylittlechangesthatneedtobemade. Louisefeelsthatanotherprinting ofthebrochuresneedstobedone. Everyoneshouldlookatthosein thelargerpictureofbrandingandhavingeveryonelookthesameacrossthestate. Shefeelsthisopportunityofredoingthebrochuresgivesanotherchancetolookatbranding,consistency,andidentity. Theotherthingthatwastalkedaboutwasholdinganeventforthejudgessomeoftheattorneyssothattheywouldknowthatthisprogramexistsandthatthethingsthathappenintheircourtroomsaremakingadifference-giving themthenumberofpeoplethathavegonebacktoworkbecauseofthedivorcefeescollected. Theyhavetheabilitytowaivefeesornotwaivefees. ThosearetwothingsLouisewashopingcouldmovealittlefarther
inanticipationofourtriptothelegislature.She feelsitwouldbenicetohavesomethingtoreportsomesuccesson. Itisagreatstorythatthisprogramhastotellovertheperiodofyearsit'sbeeninexistenceandthenumberofpeoplethathavegottenjobs.It'sanopportunitytoholdsomethinglocally,atdifferentlocations,andtohaveaneventwith differentjudgesoranyotheraudiencetopresentthisinformationtoandtotaketothelegislature. Thebrochuresandwebsitewouldneedtobecompletebeforethosethingsweredonesotherewouldbesomethingtoreference. BarbaraTwitchellthenaskedifeveryonewashappywiththebrochureandwhatwerethelastprintingcost. Samanthareportedthatthelastbrochureprintingwas$1089.00for5000brochures. Wecurrently haveapproximately2000brochuresinheroffice. Louisestatedthatcurrentlythelineitemisaround$9500.00. Moneywouldneedtobeset
asideforthetriptolegislature,localmeetingswithjudgesetc. $250perprogramforhostingofsomekindshouldwork. Barbarapointedoutthatwedon'tuseasmanybrochuresasshethoughtanditdidn'tseemliketherewerethatmanychangesonthenewonesthatweresentout. OnechangeisthatSydney'sphonenumberatTMCChaschanged,butstickerscouldbemadetofixthat. LouisestatedthatitseemedincumbentthateveryonelookatitandsubmitchangesbythemiddleofJanuaryandthenperhapsmakechangesandprintmore. Thatgivesmorethana monthtohavetheseoutandreadytogoassoonaspossible,especiallyifwe'retakingthemtoshowatthelegislature. Itwasquestionedhowdifferentarethebrochuresgoingtobeifwehave2000ofthemsittinginCarsonCity.
Louisefeelsthecurrentsupplycanbepushedoutthedooreasily especiallywiththeworkshopsinSouthernLasVegas. BarbaraTwitchellthinksareprintwouldbeokaslongasthecurrentsupplyisusedfirst..
LouiseHeltonrequestedtobringthistoamotionbuttoalsosubmitthatsendingthecurrentbrochurestoLasVegasfordistributionisaddedtothatmotion. Motionapproved.
•LouiseHeltonwantedtocontinuethediscussionregardingusingthereservefundsforthereceptionswiththejudgesandtheFacetoFaceasfarascost. Heroriginalconceptwasabouthowwecouldmakean
impressiononmorejudgeswhomakedecisionsonwhethertowaivethe
feesandunderstandthatithelpspeopleinallareas. Judgeswaivefeesandtheyjustdon'tknowwhatthefeescandowhenwehaveanaccumulationofallofthosedollars. InSouthernNevada,rightacrossthestreetfromFamilyCourtisagolfcoursewithaclubhousethatisalwaysusedforluncheons,meetings,parties,andtrainingforDCFS. Itwouldbeveryeasytojustholdasmallluncheon/receptionsowecouldinvitethejudgesandattorneystocomeacrossthestreetandlearnabouttheprogram andthepeoplethathavesuccessfullycompletedtheprogram. Wealsoneedtomakesuretheyknowthatbrochuresareavailableinthe
courthouse.TracyGuinnthinksitwouldbevaluableforSouthernNevada,
RenoandtheCarsonCityarea,butshedoesn'tseehowtogetjudgesfrom theoutlyingareastogetheras thatiswherewehavethemostproblems.TheJudicialCollegeinRenomayknowofanystatewidemeetingsofallFamilyCourtjudgeswherewecouldholdareceptiontogivetheminfo. Theresourcescanbeusedmosteffectivelyonastatewidelevel. BarbaraTwitchellwillcheckwiththeJudicialCollegeinReno. SydneySullivanhasafriendattheStateBarthatshewillcheckwithandLouiseHelton
hasafriendthatisaFamilyCourtjudgethatshewillcheckwith. KarleneJohnsonneedstoknowwhatLouiseisenvisioningregardingthesereceptionssothatwecanmakesureallofthecostsareallowableunder thisprogram. Louisestatedthatthecostwouldincludefood,literature,someonewhoisknowledgeabletospeakoutabouttheprogramanditssuccess,andmaybesendsomeonethathassuccessfullycompletedtheprogramandtheprogramhasmadeadifferenceintheirlife. Itdoesn'tneedtobetoomuchmorethanthat. BarbaraTwitchellfeelsitwouldbereallyeffectiveifwecouldgetafewsuccessfulprogramgraduatesto
speakaboutthedifferenceitmadeintheirlives. Thecostcannotbenaileddownatthispointuntilwehaveabetterideaofthewhen,where,and
who. Theboardwasthenaskedtoviewpage23of thepackettoviewtheestimatethatSamanthareceivedbasedonthecurrentbrochure.Theestimateislessthistimethanlasttime.SophiaLaBranchwillclarifypricing($69.00). TracyGuinnfeltthatitwasdecidedthat5000morewillbepurchasedafterfeedbackfromthevendorsareinbythe15thofJanuary.Louisemadeamotiontoapprovethat. Allagreed. Motionpassed. Thecostwillbeputonholduntilwehavemoreinformation.
•BylawsReview-BarbaraTwitchellstatedthatinthelastpacketfromthelastmeeting,thebylawswereincludedbuttherewasn'tenoughtimetodiscussthem. Sheaskedthattheygetputon thisagendaandshealsosentacopyofthemviaemailearlierinthedaytoalloftheboardmembers.Shewouldliketomoveforwardoncreatingaboardmanualtouseandoneofthepiecesthatismissingistohavethenewbylawsapproved. She onlyhadtwocorrections,one beingthatonthefirstpageofrevisedbylawsthereviseddateshouldshow9/10/12insteadofDecemberof1989.
Theotherbeingthat underthesection"Dutiesofthe Board..."itlists7things.Thesecondthingsays"selectapublicornonprofitorganizationtoadministereachcenter.Originallytheboarddidactivelydothat,reviewedthegrantsandapprovedwhoeverwaspicked.Wedon'tdothatnow.AnentitywithinDETRactuallydoesthat.Shouldwechangethewordingofthattosaythatweensureitisconductedinsteadofstatingthattheboardselectstheorganization?KarleneinWISS,yeswewillmakethatchangeforyou.Barbarawould liketogettheseapprovedthismeetingtoapprovethesebylawssothatIcangetthatpackettogetherorshouldwemoveittothenextmeetingtohaveitformallyapprovedbytheboard.TheBylawscanbechangedatanytimemajorityoftheboardvoteaslongasthereismorethan15daysnotice. Tracymotionedtoapprovethesechanges,nooneopposed.Changeswillbemadeasdiscussed.
•FacetoFaceMeeting-ThiswillbeheldduringthelegislativesessioninCarsonCity. ItwasrecommendedthattheboardmeetinCarsonCityandholdthemeetingintheWISSoffice,havelunch,andthenvisitthelegislativeoffices.
