Salary Range / $44,249 – $57,519

POSITION SUMMARY:

Under the direction of the Executive Director the TERO Compliance Officer is responsible for the implementation of the Tribal Employment Rights Ordinance (TERO). Work closely with contractors, other tribal departments and non-tribal organizations to meet the mandates of TERO. Also will conduct and schedule training programs to enhance skills of tribal members. Monitors and reports the effectiveness of training. Assist in the initial training plan design and existing plan enhancements. Oversees and maintains database of potential applicants and contractors of TERO.

DUTIES AND RESPONSIBILITIES:

1.  Monitors hiring of personnel to ensure compliance with TERO.

2.  Certifies Indian preference for contractors and/or applicants.

3.  Establishes working relationships with outside agencies to enhance the employment and training of tribal employees and tribal members.

4.  Maintains skills bank and identifies potential individuals skills/experience and general qualifications. Also develop and implement application procedures.

5.  Seeks, schedules, and conducts training for TERO-targeted beneficiaries. Monitors training for effectiveness.

6.  Perform varied and analytical work to insure adherence to the TERO Ordinance.

7.  Travel to job sites to perform contract compliance review.

8.  Attend TERO hearings. Bring actions in Tribal court and other jurisdiction as necessary to carry out the intent of TERO ordinance.

9.  Shall be the impartial investigating agent responsible for investigating, researching, reporting and documenting any information required within the set timeframes. Gathers, tabulates and analyzes factual data for investigations.

10.  Monitors the labor/workforce market to provide information to employees and tribal members and to develop comprehensive training programs.

11.  Provides assistance to individuals regarding filing of complaints.

12.  Write, develop and type letters, budgets, proposals, brochures, reports, and other items as may be required.

13.  Write proposals and grants to provide training opportunities to employees, tribal members and community.

14.  Travel to attend meetings and/or training workshops.

15.  Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

This is not a supervisory position.

DESIRABLE QUALIFICATIONS:

·  Previous experience in customer service and investigations/report writing

·  Knowledge of tribal government and/or tribal operations, as well as tribal culture

·  Knowledge of public and private employee training programs and trends

MINIMUM QUALIFICATIONS:

1.  Requires a bachelor’s degree in a related area and one to three years experience in similar field or related area. Progressively responsible work experience in a similar occupation may be substituted for the educational requirement (two years of full time experience equals to one year of college).

2.  Valid state issued driver’s license and/or the ability to obtain a California or Oregon driver’s license. Must be insurable on the Tribe’s insurance policy.

3.  Proficient in computer applications and operations.

4.  Must be able to communicate effectively in both written and verbal forms.

5.  Experience in public speaking

6.  Must be able to write grants and develop training material.

7.  Experience in effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and/or boards of directors.

8.  Must have understanding of policies and the application to situations that may arise.

9.  Must be knowledgeable of the Tribal Employment Rights Ordinance, Yurok Tribe administrative techniques and methodology.

10.  Must be able to read and prepare budgets.

LANGUAGE SKILLS:

Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.

REASONING ABILITY:

Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to walk, stand and use hands to finger, handle, or feel. The employee is occasionally required to sit, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, talk and hear. The employee must occasionally lift and/or move up to 40 pounds.

VISION REQUIREMENTS:

·  Close vision (clear vision at 20 inches or less).

·  Color vision (ability to identify and distinguish colors).

·  Depth perception (three-dimensional vision, ability to judge distances and spatial relationships).

·  Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
