Dr. Jeanne-Marie Col is an Associate Professor of Emergency Management and Public Administration at John Jay College of the City University of New York. Before joining John Jay College in 2003, she served as United Nations (UN) Senior Interregional Adviser in Governance and Public Administration. While at the UN, Dr. Col founded a global program for the integration of public administration and the science of disaster. Within the framework of disaster management, this program contributed best practice case study research, national pilot projects, and international conferences to the continuing issues of science policy and public administration action on science issues. Dr. Col recently published “Managing Disasters: The Role of Local Governments” in the Public Administration Review (2007) and “Successful Earthquake Mitigation in Qinglong County during the Great Tangshan Earthquake: Lessons for Hurricane Katrina” in the Chinese Public Administration Review (2007). She continues her research on international and comparative disaster management.

John Jay College offers a Master of Science in Protecting Social Systems and Economic Systems. This program is a unique combination of fire protection, security management, homeland security, and emergency management courses, as well as basic courses in public administration management and development. The program provides management skills for first responders aiming to move into coordination positions, and analytic tools and organizational skills for first responder veterans aiming to establish consulting businesses. With seven full-time faculty, three faculty associated with other campus departments, and several practitioners who serve as adjuncts, the M.S. in Protection Management has approximately 100 full-time and part-time students. Most of the courses are offered both on campus and online. The program works closely with the New York City Police Department, the New York City Fire Department, EMT programs, and three campus-based institutes: one for emergency response studies; one for counter-terrorism studies; and one for critical incident analysis.
