Chapter 1

Introduction and Project Description

1.1 Introduction

The Group Housing Complex “Aura” is being developed at Village Choma, Sector 110 A, Gurgaon, Haryana, by Mahindra Lifespace Developers Ltd.

The project has been sanctioned by the Department of Town & Country Planning (DTCP), Govt. of Haryana. All other necessary clearances have also been obtained.

This project was accorded Environmental Clearance by MoEF [Letter No. 21–1009/2007–I.A-III dated 16-06-2008], amended EC vide letter no. SEIAA/HR/2014/485 dated 14/03/2014 and it is under construction phase.

1.2 Project Description

Salient Features:

Out of total plot area of 69479.153 sq m, the total area available for development is 68148.54 sq m (16.84 Acre). As per revised EC, a total of 11 residential blocks and one EWS Block with a total of 799 dwelling units and 141 EWS units will be constructed. The group housing will have one community building, convenient shopping and nursery school facility.

The maximum height of the buildings is 58.65 m with G+18 floors.

The project has adopted green standards and has been pre-certified as GOLD RATED by IGBC.

Water Supply:

After the revision, the total fresh water requirement with full occupancy during operation phase is 410 KLD which will be sourced through HUDA.

The construction water requirement is being fulfilled through tanker supply from nearby common STP of HUDA. The semi treated water from STP is further treated onsite before use in construction activities.

Power:

The building will avail electricity from Dakshin Haryana Bidyut Vitaran Nigam Limited. The total power requirement is approximately 4500 KVA. DG sets of total capacity 3950 KVA shall be installed as back up during power failure.

Parking:

Adequate parking (1500 ECS) would be provided in basement & Ground Level. Also parking facility for physically challenged people will be provided at ground level.

1.3 Present Status of Project

The project is still under construction phase. Three towers have been completed and occupational certificate obtained for the same. As on date tower wise status of construction is given below –

1.4 Purpose of the Report

This six-monthly report is being submitted as per the condition stipulated in the Environmental Clearance letter. Further, the study will envisage the environmental impacts that have generated in the local environment due to the project.

The environmental assessment is being carried out to verify:

·  That the project does not have any adverse environmental impacts in the project area and its surrounding

·  Compliance with the conditions stipulated in the Environmental Clearance Letter.

·  That the Project Proponent is implementing the environmental mitigation measures as suggested in the Form-1, Form-1A, Environmental Management Plan (EMP) and building plans submitted.

·  The project proponent is implementing the environmental safeguards in true spirit.

·  Any non-conformity with respect to the environmental implementation of the project.

Chapter 2

Compliance of Stipulated Conditions of Environmental Clearance

1 / “Consent for Establish” shall be obtained from Haryana Pollution Control Board under Air Act and Water Act and a copy shall be submitted to the SEIAA Haryana before the start of any construction work at site. / Consent to Establish has been obtained from HSPCB vide no. HSPCB/TAC/2011/1905 dated 28/06/2011. Extension of validity of the same is also obtained vide letter no. HSPCB/Consent/28212 14GUNOCTE1097605 dated 18/08/2014 with validity upto 27/06/2015. Copy of the same was submitted with the December 2014 compliance report.
2 / A first aid room as proposed in the project report will be provided both during construction and operation phase of the project. / First Aid room has been provided at the site office for primary minor medication.
3 / Adequate drinking water and sanitary facilities should be provided for construction workers at site. Provision should be made for mobile toilets. Open defecation by the labours should be strictly prohibited. The safe disposal of waste water and solid wastes generated during the construction phase should be ensured. / Supply of drinking water and provision of sanitary facilities have been made available at the project site. Open defecation by the labors is strictly prohibited. Temporary toilets have been provided at site.
Sewage is discharged through septic tank constructed at site. Municipal solid wastes are regularly being disposed off.
4 / All the topsoil excavated during construction activities should be stored for use in horticulture/ landscape development within the project site / At this stage, all excavations have been completed. Most of the top soil which was stored at site has been used in landscaping.
5 / The project proponent shall ensure that the building material required during construction phase is properly stored within the project area and disposal of construction waste should not create any adverse effect on the neighbouring communities and should be disposed of after taking necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority. / The building materials are being stored at pre decided location within the project site and the condition is being complied.
Construction wastes generated from the project are mostly used within the project itself.
6 / Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water and any hazardous waste generated during construction phase, should be disposed off as per applicable rules and norms with necessary approval of the Haryana State Pollution Control Board. / Construction material stored at designated places. Bituminous materials used for water proofing are stored on Impervious area. Hence no possibility of contamination of the Soil or Ground Water. Now, STP for the project is functional.
7 / The diesel generator sets to be used during construction phase should be of ultra low sulphur diesel type and should conform to Environment (Protection) Rules prescribed for air and noise emission standards / Diesel as available from the nearest fuel supply station is being used to run the DG Sets and DG Sets are conforming to Environment (Protection) Rules prescribed for air and noise emission standards. DG Sets noise and emission monitoring report is attached.
8 / The diesel required for operating DG sets shall be stored in underground tanks and if required, clearance from Chief Controller of Explosives shall be taken. / The permission from PESO has been obtained. Diesel will be stored in UG tank of capacity 20000 KL and it shall be made as per the directions from PESO with all precautionary measures.
9 / Ambient noise levels shall conform to the residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. Adequate measures should be taken to reduce ambient air and noise level during construction phase, so as to conform to the stipulated residential standards of CPCB/ MoEF. / Ambient air and noise level monitoring was carried out and found within the prescribed limit of applicable standards.
Water sprinkling is done to control the fugitive dust emission.
Major noise generating activities have been completed as the structures of all the towers completed. Noise level monitoring report is enclosed as Annexure 2.
10 / Fly ash should be used as building material in the construction as per the provisions of Fly Ash Notification of September, 1999 and amended as on 27th August 2003. / Fly ash has been used in Ready Mix Concrete as building material in the construction. Fly ash bricks and blocks have been used.
