When deciding what information should be issued to successful tenderer you should consider regulation 85 of the Public Contracts (Scotland) Regulations 2015 In this notification to the successful tenderer you should include the various details outlined in Regulation 8592) including, where practicable, the score obtained by the economic operator which is to receive the notice and a precise statement of regulation 86 (standstill period) on the economic operator which is to receive the notice. http://www.legislation.gov.uk/ssi/2015/446/made.
Regulation 86 of the Public Contracts (Scotland) Regulations 2015 gives specific detail on standstill periods. http://www.legislation.gov.uk/ssi/2015/446/part/3/chapter/5/made
This regulation states, where notice is sent to all economic operators by facsimile or electronic means, the standstill period is a period of 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent.
Where the notice is sent to any economic operators only by other means (e.g. post), the standstill period is a period of 15 days ending at midnight at the end of the 15th day after that on which the last notice is sent.

This letter does not and is not intended to have contractual effect and no action should be taken by your company at this time in respect of this contract. [insert Contracting Authority] accepts no responsibility or liability for any actions which you may take based on the information detailed in this letter. Any such actions and their financial consequences will be entirely at your own risk.

I would be grateful for your written acknowledgement that you have received, and understood, the contents of this letter.
