CLUSTERED REGIONAL STANDING COMMITTEES

On the 13 August 2015, REC discussed that we need to revisit clusters as it was proposed by President in the first REC meeting. That was raised by Tiny that Vice-President should not chair standing committees but to ensure that standing committees do their job (oversee performance of clustered committees). We discussed that VPs should able to update and advice President about their responsible clusters. REC resolved to cluster committees and VP supervise their performance. Below is explanation about what is expected from VPs. This is taken from SAFA standing committee document.

PROPOSED HIGH-LEVEL ROLE DESCRIPTION OF THE VICE-PRESIDENTS IN RESPECT OF THE COMMITTEE CLUSTERS

What to do:

·  To ensure that synergies are developed between the committees in the groups of clusters

·  To ensure that the regulations developed by each clusters is regularly reviewed and kept up-to-date

·  To assist in developing the broad agenda for the groups of clusters

·  To advice committee clusters chairperson on key policy matters

·  To share National trends with the committee clusters

·  To monitor the performance of the committee clusters

·  Advise the President on matters related to groups of clusters he/she is monitoring

·  To ensure seamless interaction between the clusters and the operational divisions in administration

·  Ensure that committee members and chairperson are properly developed for their roles (serve as mentor to committee chairpersons)

What not to do:

·  The VP is not a chairperson of the cluster and must allow space for the cluster chairperson to operate

·  The VP is not a spokesperson of the groups of cluster

·  Do not give instructions to the divisional head but support and guidance
