Outline and introduction to the project
Current situation in Cambodia
- Battery inventory – truck, automobile, motor cycle, UPS, telecommunications
- Material flows - new and used LAB by cross-border flows
- Collection systems – formal and informal
- Extent & impact of the informal sector
- Technology & education awareness needs
- National Solid Waste Legislation and Environmental Policies affecting ULAB
- International Conventions and Protocols affecting ULAB
International Situation
- Regional Overview – What other countries do – ASEAN and China
Main Issues for Cambodia
- Common problems and obstacles identified in the surveys:
- Environmental
- Health
- Educational
- Financial
- Legal
- Structural – the Policies and Infrastructure to support the EMS of ULAB
Break out sessions:
Group 1
- Review the National Legislation and International Conventions and formulate policies and statutory procedures that could be formulated to promote sound collection and recovery of ULAB in a manner consistent with the Basel Guidelines for Lead Waste recovery.
- What training needs would arise from the suggestions and recommendations of this group.
Group 2
- Review current practices and procedures prevailing in the collection, storage and transport of ULAB destined for recycling and devise ways of improving the situation so that ULAB are recovered and recycled in an environmentally sound manner.
- What public and commercial awareness and training programs are necessary to implement any new practices and procedures.
Group 3
- Review the options for ULAB recovery in Cambodia and also consider whether a regional solution might be a suitable option. If a regional solution is feasible consider what mechanisms need to be introduced to ensure ESM of the ULAB when they are in transit from Cambodia and recycled in another country.
- Identify any training needs arising from the options recommended by this group.
