JOB DESCRIPTIONfor the post of : School Business Manager

SECTION A:Reporting to: Headteacher

Job Title: / School Business Manager

SECTION B:PURPOSE OF POST

  • Responsible as part of the Senior Leadership Team, to the Headteacher and Governors for the efficient conduct of the school’s administration, finance, business, premises, legal and human resources.
  • Toensure that a healthy and safe environment is maintained to the standards laid down by the Governing Body

SECTION E:Main duties and responsibilities; Accountability

  1. Strategic Role
  • Responsible for strategic planning aspects where financial implications occur in order for the school to make the best possible use of resources available and to keep abreast and advise on current government and LA financial policy
  • Contribute and report to Senior Leadership Team and Resources Committee Meetings as appropriate
  • Demonstrate high standards of loyalty, discretion and professionalism
  • Publically supporting all decisions of the Headteacher and the Governing Body
  • As the school’s lead financial professional, provide assistance to the Headteacher and SLT formulating and developing school needs, action planning, priorities, policies and procedures ensuring these are communicated and consulted with staff in line with the purpose of this post.
  1. Administration
  • Responsible for the overall management and professional development of the administration staff and the premises staff.
  • To coordinate opportunities for promoting the school including developing and maintaining the school brochure and making recommendations on these to the Headteacher.
  • To develop and maintain close working relationships with local businesses, the LA, external agencies and other institutions, identifying external funding possibilities and preparing bids for these.
  • Continually monitor,and review the administrative provision and procedures to ensure they meet the changing needs of the school.
  • To recommend, establish and maintain computer-aided administration, which supports all the general work in the school, including statistical analysis, ensuring that the pupil database and other pupil records are properly maintained and regularly updated.
  • To ensure the maintenance of daily registers for staff attendance, requests for staff absence, with monitoring to inform the Headteacher when future action may be required.
  • To line manage assigned staff and contractors where appropriate (within contracts).
  • To oversee school’s ICT resources (admin and academic) ensuring equipment and resources are secure, updated and maintained.
  • Oversee the development and management of the school website, ensuring it is regularly updated and complies with all statutory requirements.
  • Lead on the implementation of emergency planning
  1. Financial Management and Development
  • To formulate short and medium term budget strategies with agreed procedures which are reviewed annually and prepare and present the annual budget for approval by the Headteacher and Governors with quarterly financial updates and monthly reports over the year.
  • Responsible for all financial accounts within the school.
  • To be the budget holder for the school’s premises and administrative budgets.
  • To operate all bank accounts, for public funds, school fund, external grants and to undertake monthly reconciliations.
  • To prepare the school fund for the annual audit
  • To be a member of the Resources Committee.
  • Working with colleagues, to be responsible for:
  • Budget preparation and strategic planning, monitoring and reporting, financial benchmarking and financial returns.
  • All accounting functions and procedures.
  • Maintenance of inventories and stock control systems.
  • Effective risk management.
  • Prepare all financial returns, rating assessment and VAT liabilities.
  • Negotiate, manage and monitor contracts, tenders and agreements.
  • Ensure that the principles of best value are followed in all financial dealings.
  • Monitor grants and their use.
  • Providing advice and reporting to the Headteacher and governors on all financial matters.
  1. Premises
  • Maintain, manage, monitor and develop the school premises, including the management of premises staff.
  • Negotiate, manage and monitor the premises, quality of work, budget and relations with external suppliers and contractors.
  • Overview of any capital projects undertaken by the school.
  • To establish and maintaina Health and Safety policy and to undertake a programme of whole school risk assessments and fire drills and fire risk assessment, and other requirements of the school including asbestos monitoring and staff training.
  • Act as the school’s Health and Safety Coordinator and Fire Officer.
  • Responsible for appointing and overseeing key maintenance contracts.
  • Maintain and review the Asset Management Plan.
  • Maintain a Lettings Policy and manage the use of the Great Hall for lettings and manage this on behalf of Burlington Infant school.
  • Represent the Governors and provide recommendations, monitor and manage contracted service providers including, but not limited to:
  • Caterers
  • Recruitment
  • Temporary staff
  • Cleaners
  • Reprographics
  • Telecommunications
  1. Human Resources
  • Responsible for ensuring effective procedures are in place and are monitored to meet the LA’s regulations in relation to all personnel matters relating to staff.
  • To advise and assist the Headteacher in the recruitment of staff.
  • Responsible for all staff contracts.
  • Provide guidance to the Headteacher and Governors on matters relating to HR.
  • Ensuring that the statutory requirements re Safer Recruitment areadhered to.
  • Manage the school’s payroll arrangements and pension schemes.
  • Oversee the whole school staff absence reporting and insurance systems.
  • Manage recruitment, appraisal and development for all admin staff.
  • Oversee the maintenance of the SCR.

  1. To be accountable to the Headteacher and the Governing Body
  2. To support the Headteacher and Governors in accounting for the efficiency and effectiveness of the school

Health and Safety (Mandatory)

To ensure compliance of procedures are observed at all times under the provision of safe systems of work through a safe and healthy environment and including such information, training and instruction and supervision as necessary to accomplish those goals.

  • Have experience of procurement procedures and Value for Money principles.

  • Have experience of Human Resources procedures and HR systems.
  • Have experience of Site Management and Health and Safety
  • Have experience of managing and working well within a team.
  • Have very good ICT skills, particularly in Word and Excel.
  • Experience of computerised accounts and database packages
  • Experience of SIMS and FMS.
