Glitch Criteria:

The proposed is considered a glitch under the equivalency of standards category. The standards were in development, but incomplete at the time of the deadlines for FBC code change and glitch submittals. The industry has labored for years in clarifying and updating these standards and the proposed changes will result in Florida using state-of-the art standards which are not even adopted in the 2013 FBC base code, ICC 2012. There is a Summary of Changes at the end of each standard and for the most part the changes clarify items that were causing issues with the various contractors, designers, and enforcement personnel involved. The changes to ASTM C 90 will result in greater energy efficiency from masonry walls.

The Florida specific need lies in the fact that updated standards are available that positively impact the masonry, construction, and enforcement industries. There is no reason to delay adopting these standards while the opportunity is present.

The only impact on small or large businesses will be the positive impact of using up to date standards that have clarified many issues causing problems for users of the standards. The modifications to ASTM C 90 will allow producers to begin the process of manufacturing more energy efficient concrete masonry units for use in Florida.

Strengthens or improves the code, and provides equivalent or better products, methods, or systems of construction: The proposed amendment adopts state-of-the-art standards for concrete masonry units, stucco, and lathing and furring for interior and exterior plaster strengthens and improves the code
