Representatives of central public administration authorities examine new pay opportunities for civil servants
Ministry of Economy and Trade, Ministry of Finance and the Experts Group from within the Government Office are currently developing the draft of a new concept on civil servants’ pay system correlated with individual and collective professional performances.
The draft concept on classification of public functions proposes classification of public functions in three categories of public functions: category of senior civil servants, category of management civil servants and category of execution civil servants.
It is proposed that the salary consist of a fixed part, which shall correspond to the position value (~80%), a variable part, correlated with civil servant’s professional performance (~10%) and group performance (~10%) and of a supplement for certain public functions involving risks for health and life (within the limit of ~5%). At present, out of the overall salary received by a civil servant, approximately 40% represents the fixed part corresponding to the function and 60% - different increases and bonuses.
The draft authors believe this new system shall stimulate individual professional performance, as well as the results registered by the subdivision (team) in which the respective civil servant activates.
Simultaneously, the respective draft stipulates motivation of those civil servants activating in the same function for a long period of time. The draft of the new concept implies that at the end of each year, as a result of an annual evaluation, the civil servant shall move to a new pay level.
The draft concept that has been developed is interdependent with the law draft on public function and statute of the civil servant, which is currently in the process of finalization.
Civil servants shall benefit of new trainings
The Academy of Public Administration under the President of the republic of Moldova (APA) and the Experts Group from within the Government Office have proposed, in the context of central public administration modernization and improvement, a complex training plan for civil servants.
The proposed trainings aim at improving civil servants’ knowledge and abilities in such fields as application of informational technologies, European integration, strategic planning, technical development of normative acts and impact assessment, change management etc.
These trainings shall be supplementary to the State Order, approved through the Government Decision no. 129 of February 8th, 2007 and shall be carried out by the APA during 2007.
At the same time, different international experts shall be involved in the development of training modules, through the project “Public Finance Management”, unfolding by Ministry of Finance.
The Consultative and Supervisory Committee for central public administration reform has discussed reform achievements and activities planned
The Consultative and Supervisory Committee for central public administration reform, reuniting representatives of the Parliament, central public administration authorities, civil society and donors’ community, has examined on February 15th, 2007, the CPA reform results accomplished during 2006 and the main activities planned for 2007.
Concurrently, Committee members have discussed certain issues that come up during the reform process and their potential solutions.
During the meeting, Mr. Ion Chicu, Deputy Minister of Finance, has emphasized the necessity to reflect introduction of public administration modernization objectives in the National Country Development Plan for 2008 – 2011, currently under elaboration.
Mrs. Elena Mocanu, deputy Minister of Justice, has proposed to focus efforts within the CPA reform process on development of certain mechanisms which would decrease the time and efforts spent in ministries on examination of petitions and other executive activities, thus granting them the opportunity to deal especially in elaboration of development policies in the field.
Withal, Committee members have discussed the proposal of the Experts Group from within the Government Office to hire for CPA reform, with the financial support from the Fiduciary Trust Fund, international and local consultants who would evaluate capacity of ministries and together with these would elaborate reorganization and activity improvement plans for the authority and the field inclusively. The respective proposal has been appreciated as an optimal one, including in the context of functional review applicable results implementation.
The Consultative Committee has also addressed during the discussion the situation concerning the policy analysis, monitoring and evaluation divisions created within six ministries, emphasizing the importance of maintaining their status of “quality filters” for policy documents developed by ministries.
Central public administration authorities shall benefit from assistance for strengthening capacity of CPA reform implementation
Deputy Ministers and Deputy Managers, together with representatives of the Academy of Public Administration and of the Academy of Science of Moldova and with the persons in charge of CPA reform coordination from within central public administration authorities have discussed during a round table, organized on February 9th, 2007, CPA reform accomplishments registered during 2006, activities planned for 2007 and opportunities for improving the coordination process concerning CPA reform modernization and improvement efforts.
The round table participants have mentioned the necessity to strengthen civil service management, improve decision-making process, including through implementation of “live” consultancy mechanism and the possibility to consolidate central public administration authorities’ capacities in CPA reform implementation.
In the context of improving the policy development process, representatives of ministries have proposed to establish a set of principles for selecting highly qualified persons who would activate within the policy analysis, monitoring and evaluation divisions, to organize certain trainings in the field and to establish a motivation mechanism for them.
During the round table, Deputy Ministers, Deputy Managers and other representatives of CPA authorities have examined Ministry of Industry and Infrastructure’s proposal to strengthen ministries’ capacities with the support of consultants, who have previously activated within the ministry or in the same field etc.
CPA reform webpage visitors consider CPA reform important for the social – economic development of the country
The majority of central public administration reform webpage visitors consider the CPA reform important for the social – economic development of the Republic of Moldova, indicate the interactive poll results from www.rapc.gov.md.
According to the poll, approximately 60 per cent of www.rapc.gov.md webpage visitors sustain that central public administration reform is “very important” for the social – economic development of the Republic of Moldova and 16,67% - that it is just “important”.
Only 6,41 per cent have indicated the CPA reform as “less important” and 16,67% - as “not important” for the social – economic development of the country.
Brief news
Ø Government has endorsed at the end of February the Decision to approve the structure, the maximum number of personnel on the staff and the regulation concerning the organization and functioning of Ministry of Social Protection, Family and Child, pursuant to which the maximum number of personnel on the staff of this shall be 69 persons.
Ø The Experts Group from within the Government Office (Public Administration Reform Coordination Unit) has launched on February 16th, 2007, a set of presentations for disseminating the information concerning CPA reform results registered during 2006 and actions planned for 2007. Presentations are organized for the personnel of central public administration authorities with the purpose of continuously informing civil servants and ensuring their participation to the process of public administration modernization and improvement.
