Note 1: Writers Workshop, June 2, 2008 – Received today from Writers Workshop developer and organizer, Robert Jaffin, a schedule for this workshop – which we will incorporate into the next version of the conference agenda. Bob also asked that we include the following note into the EM Hi-Ed Report:

“Those interested in attending this workshop are encouraged to bring a piece they are currently working on, an abstract of what they are working on, or, their ideas for upcoming projects. If you are willing to have your work discussed in open forum please feel free to submit directly to Bob Jaffin at . All such submissions need to arrive in Mr. Jaffin’s inbox by 20 May 2008. If time permits and the panelists are willing we will try to select at least one work/idea for each of the three moderated sessions as a practical starting point.”

Note 2: P. J. Crowley’s Breakout Session: Received today from Philip Crowley the title and abstract of his scheduled Conference Breakout Session -- noted below. P. J. Crowley recently published: Safe at Home: A National Security Strategy to Protect the American Homeland, the Real Central Front. Center for American Progress, February 2008, 92 pages. Accessed at:

Emergency Management and Homeland Security: A Long-Term Marriage or a Short-Term Fling?

Emergency Management will not be a major national campaign topic, but the results of theupcoming 2008 election may influence the future relationship between the Department of Homeland Security and FEMA. This in turn could influence how federal grant programs are structured, managed and funded. The presidential transition will provide an opportunity for a new administration to review what has been done both over the past seven years since 9/11 and the past three years since Katrina; the nature of risk posed by terrorism, natural disasters and man-made events; the state of cooperation among federal, state and local governments and the private sector; the adequacy of federal support in an uncertain economic and budget environment; and policy options that will be considered in 2009 and beyond.
