Department: PreOp/PACU/Surgical Nursing Unit (SNU)
Reports to: Chief Nursing Officer
Ages of Patients served: Age 12 to Geriatric
JOB SUMMARY
· Administrates the day to day operation of nursing care of the PreOperative, Post Anesthesia Care Unit, Surgical Nursing Unit, Physical Therapy, and Comprehensive Joint Replacement Program.
· Serves as a role model for professional nursing practice
· Maintains 24-hour a day line management and responsibility in administration of personnel, fiscal, and material resources
· Utilizes the hospital mission to implement system changes in health care delivery that maintain quality patient care and fiscal integrity
· Creatively responds to changes in the work setting
· Participates in program planning for new projects
· Knowledgeable in clinical areas of supervision, using defined processes to establish goals and outcomes which reflect systems integration in today’s dynamic health care environment
· Provides physician support in the clinical setting including necessary forms, efficient patient flow, product evaluations, customer service, and clinical practices
· Provides patient support in the clinical setting and acts as a liaison between departments for excellence in care
JOB DUTIES & RESPONSIBILITIES
Responsible for keeping current in knowledge and abilities essential to the role. Accountable to the Chief Nursing Officer for overall work performance.

o Department Charge Registered Nurses (PreAdmissions, PreOperative, PACU, SNU)

o Certified Nursing Assistants (CNA) and Medical Assistants
o Unit Clerk(s)
· Works in collaboration with physicians and physician assistants to establish and maintain patient flow and excellence in care
· Works in collaboration with the Chief of Anesthesia
· Implements and monitors compliance to patient care and professional standards established by the department of nursing, state law and regulatory agencies
· Provides effective visionary leadership in development of policies, procedures, and protocols that are to be used to integrate systems, coordinate tasks and effectively change delivery systems to reflect today’s health care environment
· Follows Federal and State Regulatory practices standards in collaboration with nursing staff, physicians, and other appropriate resources and monitors compliance.
o Assigns the nursing care of each patient to other nursing personnel in accordance with the patient’s needs and the specialized qualifications and competence of the nursing staff available.
· Evaluates the nursing care delivery system utilizing a variety of techniques such as:
1. Consultation with patients and health care providers.
2. Efficient use of resources.
3. Perceived satisfaction of patients/families.
4. Enforces regulatory standards in areas of supervision and implements inservice programs to support and comply with these standards.
5. Practices in scope of practice of ASPAN
6. Utilization Review and discharge planning working with the Director of Clinical Services and the Quality Nurse
7. Quality reporting working with the Quality Nurse reporting National Healthcare Safety Network (NHSN) and Quality Net measures (QNET)
8. Competent to perform annual TB screening at Stanislaus Surgical Hospital
Administrative/ Fiscal Management
· Prepares and justifies annual operating and capital budgets based on projected unit needs and departmental policies and goals.
· Maintains personnel and other direct expenses within unit budgetary expectations.
· Monitors monthly management reports and analyzes trends and takes action appropriately.
· Develops and implements cost containment strategies: educates unit personnel on their role in controlling costs.
· Develops unit staffing patterns and time scheduling practices which:
1. Facilitate the delivery of consistent and efficient nursing care.
2. Comply with budgetary constraints and applicable policies according to individual patient acuity.
3. Staff development and staff education
· Develops and maintains effective relationships with hospital departments providing support services. Monitors services provided and collaborates in developing methods to improve utilization and efficiency.
· Participates on various committees established by the management plan
Communication
· Demonstrates effective use of verbal, non-verbal and written communication skills.
· Establishes and maintains effective formalized communication systems for information sharing, planning and problem solving with:
1. Unit staff
2. Director of Clinical Services
3. Medical Staff
4. Other departmental personnel
· Communicates pertinent information to and from committees and/or groups to unit staff, peers and nursing administration.
Personnel Management
· In accordance with current employment practices (including the policies of the nursing and human resources departments and agreements):
1. Interviews and employs personnel.
2. Supervises and evaluates personnel performance.
3. Initiates corrective action and discipline, as appropriate.
· Counsels and encourages staff in the pursuit of individual career goals; e.g., advanced education preparation, change in clinical area or preparation for promotional opportunities, etc.
· Develops, coordinates and continually evaluates the department orientation programs.
· Monitors the progress of new employees throughout the orientation phase and assists in adapting the program as necessary to meet individual and unit needs.
· Creates an environment and culture that enables delivery of high quality patient care
· Develops and implements plans to meet staff learning needs, in collaboration with appropriate resources.
· Support Nursing Department strategies to effect recruitment and retention.
Professionalism
· Assumes responsibility for own professional development and practice. Develops professional goals to maintain and expand clinical and managerial competency.
· Participates in unit based, departmental, and hospital-wide committees.
· Utilizes direct patient care experiences to maintain clinical knowledge and skill, and to evaluate the quality of care, personnel, and administrative functioning of the unit.
· Participates in the development and implementation of unit, nursing, departmental goals and objectives.
· Supports the goals, values, philosophies and objectives of the Hospital and maintains compliance with the standards for service excellence.
· Promotes the image of nursing through professional, political and/or community activities.
JOB SPECIFICATIONS
Minimum Education:
· Graduate of an accredited School of Nursing
· Bachelor Degree in Nursing or field related to Healthcare.
Minimum Experience:
· Two years previous progressive management experience
· Five years previous experience in the field of nursing
Required Course(s)/Training:
· Basic Cardiac Life Support (BCLS)
· Advanced Cardiac Life Support (ACLS) within one year of hire
· Computer Skills
Required Certification/Registration:
· Current licensure as a Registered Nurse in the State of California
