MINUTES OF THE MEETING OF CODNOR PARISH COUNCIL HELD AT PEVEREL HOUSE, MILL LANE, CODNOR AT 7.30PM

Eight members of the public were in attendance.
MATTERS RAISED IN PUBLIC PARTICIPATION
PUBLIC MATTERS
a Members of the public asked when the kerb on Mill Lane would be repaired. They were informed that Derbyshire County Council had been notified and the work would be completed in due course.
RESOLVED that the Clerk would contact Derbyshire County Council to ascertain when the work would be done.
b Public asked that footpaths be cleared and hedges cut back.
RESOLVED that the Clerk write to Derbyshire County Council, Highways Dept.,
requesting that they issue instruction for the maintenance of the footpaths to the owners.
c Councillor I Fishers informed the public that the Parish Council was doing all it can to maintain standards within the community.
POLICE MATTERS
a PC Mark Stokoe introduced himself as the new beat officer for Codnor.
b Traffic speeding on Mill Lane, Codnor. PC Stokoe requested public contact him directly and would welcome any number plate readings that the public could glean.
A Community Speed Watch programme was being set up. Traffic police aware of the issue and would monitor the situation.
c Parking on yellow lines – warnings would be issued on first offence and consequent offences would be met with tickets/fines. Parking Wardens will be deployed in the Codnor area from November 2008 to instigate the work.
d Members of the public asked if some roads could be made one-way. Councillor Emmas-Williams said that this was looked into some years ago and was met with objections. Derbyshire County Council will look into this again, however, the high cost involved would be a determining factor as to whether this was possible.
e Inspector Smith informed everyone at the meeting that his role was to determine that each area in Amber Valley would receive the best service possible.
f Police advised that they would be attending both the Bonfire/Firework Evening and the Carols around the Tree event for 2008.

a Civic Service will be held on 8th March 2009 at 3.00pm at St James’ Church,
Codnor Denby Lane, Codnor.
b Members were informed that the public toilets, in the Market Place, Codnor were being abused.
RESOLVED that the Clerk issue a press release to the Ripley & Heanor Newspaper for publishing referring to the abuse of the public conveniences and cost to the taxpayer.

102/08 ENVIRONMENT
a Christmas Lighting Display
Members discussed quotes received from two display providers.
A vote was taken by a show of hands and the quotation from The Lite Company was accepted unanimously.
RESOLVED that:
i The order for the Christmas lighting display be placed with The Lite.
ii That permission be sought from the owner of the French Horn public house
to have the LED lights fixed permanently to the tree in the grounds.
b Mosquito Device
Members were informed that the Mosquito device had been fitted to the post on the Recreational Ground, Alfreton Road, Codnor.
c Band – Codnor Fun Day 2009
Members had received praise for the Belper Town Wind Band’s performance at the Codnor Fun Day held 2008 and requested they be booked for the 2009 event.
RESOLVED that the Clerk book the Belper Town Wind Band for the Codnor Fun Day event to be held 5th July 2009, at the Recreational Ground, Alfreton Road, Codnor.
d Planters, Glasshouse Hill, Codnor
RESOLVED that the Clerk request a quote from Amber Valley Borough Council for the planting up of the planters in 2009.
103/08 BLACKSPOT LIGHTING
Members were informed by the Clerk that the ordering of the lighting installation for the footpath Waingroves Road to Springhill Way would be placed once permission had been received from Derbyshire County Council, Education Department and confirmation of adoption of the footpath with lighting from Derbyshire County Council, Highways Department.
104/08 MEMBERS REPORTS
a Councillor Emmas-Williams informed members that no plans had been presented to Amber Valley Borough Council with regard to the buildings/site of the closed Miners Welfare and Social Club site on Goose Lane, Codnor. No action had been taken to make the building secure and that a stack of tyres had appeared on the site.
CISWO were being requested again to make the building safe.
b An offer of a wheel had been made to Codnor Parish Council.
Councillor Emmas- Williams would investigate and report back to members.
c Council had received an offer for updating the website from Parish Websites.
Councillor Emmas-Williams moved to accept the offer and this was seconded by
Councillor Mrs Cox and carried unanimously.
RESOLVED that the Clerk write to Parish Websites requesting a new contract be drawn up to involve the upgrading and maintenance of the Codnor Parish website at an annual cost of £100.

a AVBC – Plastic Recycling Facilities, Mill Lane, Codnor
The re-siting or extention of the recycling bin area was being investigated and Codnor Parish Council would be informed of the outcome in due course.

a Members discussed a grant application that had been received from the Sherwood Foresters for funding towards a War Memorial to be sited near the Tyne Cott Visitors Centre, Passchendaele, Ypres, in Belgium.
RESOLVED that an award of £50 be made toward the War Memorial.
