City Council Regular Meeting

CALL TO ORDER: Mayor Berg.

PRESENT: Council: Ron Berg, Ryan Holmes, Larry VanDeWalker, & Jennifer Berquam

City Administrator: Michael Boulton

Deputy Clerk: Jean Rugg

ABSENT: Council: Danny Benson

ALSO PRESENT: Steve Haggstrom, Monty Schaefer, Terry Campbell – Wanamingo Messenger, Carl Majerus, Dianne Berg, and Alicia Hunt-Welch – Zumbrota News Record.

ADOPT AGENDA: VanDeWalker motioned to adopt the agenda, seconded by Holmes. Passed 3-0-0.

CONSENT AGENDA: Holmes motioned, seconded by VanDeWalker to consent. Passed 3-0-0.

RESOLUTION:

11-001 – Declaring a vacancy of a City Council Position and appointing a replacement (Jennifer Berquam): Holmes motioned, seconded by Van DeWalker. Passed 3-0-0.

Jennifer Berquam took oath of office for 2 years remaining of open council seat.

PRESENTERS:

A)  Steve Haggstrom & Monty Schaefer reported on:

  1. Plowed Snow over the last month – went through 450 gallons of fuel
  2. Installed chains on the grader – skid loader needs a set – use a bulk bag and chains and main snow chains ourselves
  3. Cleaned snow away from key areas at Waste Water Plant
  4. Medical Center – Cleaned hazardous ice away from back of the building, sidewalks, and roof
  5. New Year’s Day – Water Main Break on 2nd Street and 2nd Avenue at the City Barn
  6. Tough time finding correct shut off valves – lack of maps and institutional knowledge
  7. Jason’s Sewer Service assisted
  8. 2 foot section was replaced – corroded around the bell – placed 2 clamps and both ends of the new pipe that City Workers found at Schumacher’s in Zumbrota

NEW BUSINESS:

RESOLUTION:

11-002 –Approving Financial Authorization for New Mayor and striking previous Mayor from Financial Records: VanDeWalker moved to approve, Seconded by Holmes. Passed 4-0-0

11-003 – Adopting Fire Department 2011 Final Budget with City/Townships Allocations: Holmes moved to approve, Seconded by Berquam. Passed 4-0-0

11-004 –Approving 2011 Mayor Appointments and Legals: VanDeWalker moved to approve, Seconded by Holmes. Passed 4-0-0

11-005 –Authorizing a temporary liquor license for the Wanamingo Fire Relief Association and waiving the City fee: Holmes moved to approve, Seconded by Berquam. Passed 4-0-0

11-006 –Replacing Wanamingo Snow Plowing Policy with updated LMNC insurance trust suggestions: Berquam moved to approve, Seconded by Holmes. Passed 4-0-0

11-007 –Adopting 1st Quarter Maintenance Work Plan: VanDeWalker moved to approve, Seconded by Berquam. Passed 4-0-0

11-008 – Setting City Council Meetings Schedule for 2011: Holmes moved to approve, Seconded by Berquam. Passed 4-0-0

ORDINANCE 153 – 2011 Fee Schedule – 2nd Reading: Berquam moved to approve, Seconded by VanDeWalker. Passed 4-0-0.

ORDINANCE 154 – Amending the regulation of snow mobiles and all-terrain vehicles established by ordinance #137; in order to strike section (E): VanDeWalker moved to approve, Seconded by Holmes. Passed 4-0-0.

OLD BUSINESS:

A)  At 7:48pm, Mayor Berg re-opened up public hearing on Tax Abatement for Club House/ Golf Course Development

  1. Jerry Heinrich spoke on behalf of the developer stating that Goodhue County Electric will not be partnering on the grant application, but Dakota County Electric is in negotiations for USDA grant application
  2. Small Business Administration loans are being pursued for the construction of the clubhouse
  3. 15 full time equivalent jobs will be created
  4. Administrator Boulton outlined the background and process for granting tax abatement
  5. Dianne Berg stated that the City should protect itself in the development agreement from having adult orientated businesses being included in the future commercial development in the proposed area.

B)  At 7:54pm, Mayor Berg closed the public hearing

RESOLUTION:

11-009 – Granting Golf Course Estates Development Tax Abatement: VanDeWalker moved to approve, Seconded by Holmes. Passed 3-0-1 (Berquam abstained because lack of knowledge on issue).

Updates:

Ice Rink – is open to the public. Keys for warming house can be obtained through City Hall or by contacting Danny Benson

*January City Council on 2/15/2011 because of Valentine’s Day being on 2/14/2011

City Staff has safety concerns about traffic in area when dealing with a water main break – it was discussed to call sheriff’s office and have a ticket issued for those driving through coned areas because of the need for safety.

Adjourn: At 7:59PM a motion to adjourn the meeting made by Holmes and seconded by VanDeWalker. Passed 4-0-0.
