STATEMENT AND CERTIFICATION OF REVIEW APPRAISER

This certifies that, to the best of my knowledge and belief:

1.  The statements of fact contained in this report are true and correct.

2.  The reported analyses, opinions and conclusions are limited only by the reported assumptions and limiting conditions and are my personal, impartial and unbiased professional analyses, opinions and conclusions.

5.  The intended user/client of this review report is the Local Project Sponsor and the Pennsylvania Department of Transportation whose intended use is to acquire real property and/or personal property for the above noted public project. The purpose of this report is to develop and report a credible opinion as to the quality of the work of the appraiser indicated and to form an opinion and conclusion of the fair market value of the owner's described property interest immediately before the acquisition and as unaffected thereby and the fair market value of the owner's described property interest remaining immediately after such acquisition and as affected thereby, the difference being total damages.

6.  The analyses, opinions and conclusions in this review report are limited only by the assumptions and limiting conditions stated in this review report are my personal, impartial and unbiased professional analyses, opinions and conclusions

7.  I have no present or prospective interest in the property that is the subject of the work under review and no personal interest with respect to the parties involved.

8.  I have no bias with respect to the property that is the subject of the work under review or to the parties involved with this assignment.
