Context

The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual crises.


We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. When the crisis is over, we help them to recover and move on with their lives.

The international work of BRC is managed by an International Division of around sixty people based in the organisation’s UK Office in London and by staff employed overseas supporting BRC bilateral programmes, or as delegates to the International Federation of Red Cross and Red Crescent Societies (Federation) or the International Committee of the Red Cross (ICRC). The International Division consists of six departments:

  Partnership Development (management of relationships with national society partners and long-term programme support to the Red Cross Movement (RCM)).

  Disaster Management (including recovery programmes).

  Humanitarian Policy (managing key external relationships and planning).

  International Law

  International Finance

  Performance and Accountability

BRC has prioritised long-term support to partners’ programmes that build community resilience through the development of health and care, disaster risk reduction and disaster preparedness. The Partnership Development (PD) department plays the central role in assisting partners to develop their capacities to deliver programmes focusing on resilience. The department is supporting long-term programming in Africa, Overseas Branches the Middle East, South Asia, South East Asia East Asia and Central Asia. BRC currently has a field presence managed by PD, supporting partners’ long-term programming in Southern Africa, East Africa, South Asia and East Asia.

Overall purpose of the role

The post-holder will be line managed by the East & SE Asia Regional Representative, based in Kuala Lumpur, with support from the Asia Manager at the UK Office in London. The purpose of this post will be to work with the East & SE Asia Regional Representative to support BRC’s partners in East and South East Asia to deliver effective support to vulnerable communities. S/he will be the focal point in UK Office for BRC’s long-term support to partners in East and South East Asia.

Main responsibilities and duties

1.  To work with the East & SE Asia Regional Representative and the Asia Manager to develop, resource, manage and monitor BRC supported programmes in East and South East Asia. This may require overseas travel.

2.  To support BRC’s partners in East and South East Asia in financial management, narrative, financial reporting and other areas of strategic importance agreed with the line manager.

3.  To act as the UK Office focal point for BRC’s support to partners in East and South East Asia, ensuring the effective dissemination of information to and from KL.

4.  In coordination with the East & SE Asia Regional Representative, to represent BRC support to national society partners in East and South East Asia in internal discussions, particularly with the Fundraising, Communications Divisions and other UK Office divisions that can help support better National Society to National Society engagement.

5.  To work with the Fundraising Division in the preparation of donor proposals and budgets and contribute towards financial and narrative reports for donors.

6.  To respond to internal and external enquiries relating to East and South East Asia programming.

7.  In collaboration with the East & SE Asia Regional Representative, to work with partners to produce, monitor and manage accurate programme budgets and plans.

8.  To support the travel arrangements for BRC staff, delegates and consultants travelling to East and South East Asia.

9.  To represent the Asia Team at internal and external meetings, conferences and other public fora and provide appropriate written and verbal feedback.

10.  To provide support for internal Planning, Monitoring, Evaluation and Reporting (PMER) processes for East and South East Asia, including annual planning, quarterly reporting and financial reforecasting.

11.  To ensure PIMS information management system is updated.

12.  To ensure the effective dissemination of information and knowledge management to the international division and to other divisions such as Fundraising and Communications.

13.  To assist in arranging the briefing and debriefing of overseas delegates and consultants and participate in the briefing and debriefing process as required.

14.  To maintain effective communications with national society partners, the Federation Secretariat in Geneva and its geographical zones and with ICRC.

15.  Undertake International on-call duties.

16.  Undertake other appropriate tasks assigned by the East & SE Asia Regional Representative, Asia Manager, and Head of Department.

17.  Uphold the Fundamental Principles of the RCM and work within the Society’s Equal Opportunities Policy.

Education & training

/   Degree or equivalent experience relevant to the job description**
  Knowledge of East and South East Asia and its languages

Experience

/   Previous administrative experience preferably in the voluntary sector**
  Experience of budget preparation and general financial administration.**
  Experience of compiling and summarising materials for a variety of audiences, such as donor proposals and reports. **
  Experience of supporting partner organisations.
  Experience of working with an international development or humanitarian organisation.
  Previous experience of working with the RCM.
  Experience of working with donors.
  Experience of working in East and South East Asia

Skills & knowledge

  Excellent written and verbal communication skills.**
