MINUTES / ACTION
Apologies were accepted from Cllr G Fisher
To approve the minutes of the council meeting held on 21 November2017 - The minutes of the meeting (pages 1030 - 1034) on 21 November 2017, previously circulated to all members, were proposed by CllrBlakesley, seconded CllrBrooks and unanimously agreed and signed by the Chair.
To record declarations of interest from members in any item to be discussed –none
Adjourn the meeting to allow public participation – the meeting was adjourned at 7.39 pm.
4.1. / Parishioners’ Questions or Comments:
  • Lee Forster – Project Engineer from Anglian Water addressed the meeting regarding the works to be undertaken to resolve the low water pressure issues experienced in the village. The current 4” cast iron pipe on Norwich Road is to be replaced with 6” PVC pipe. This will improve the flow of water and cut down on the number of pipe bursts. It will not be necessary to dig the whole road up as AWA will use directional drilling therefore, will only dig holes approx every 100 metres. This is a £170,000.00 investment by AWA. The project is due to run for 10 weeks from beginning of January.
  • Light 3 on Bridge Road is still not working.

4.2. / Reports from District & County Councillors: Cllr Moore read the report in the absence of the CountyCouncillor.
Re-convene the meeting – the meeting was re-convened at7.35pm.
To receive the Clerk’s Report:
  • The Clerk updated the Council on the 2018/19 Precept Application to be approved at the January Meeting. The South Norfolk Council Grant has reduced again this year to £291.00.
  • The Clerk had received an update from Gary Overland NCC Highways to confirm:
vegetation along the A140 to be cut back in New Year
Chevron signs on A140/A1066 roundabout need cleaning and damaged ones replacing
Grit bins to be filled early new year
Siding out the footway along A1066 and the minor drainage work on Low Road will commence mid January 2018.
  • Norse have quoted an additional £218.08 to cut grass opposite Last’s Garage and footpath from Flowerdew Meadow to Oaklands – this will be added to the 2018/19 Budget

To discuss Village Traffic Concerns:
  • Councillors commented that the amount of traffic cutting through from Bungay Road to Norwich Road and Diss Road is noticeably higher.

To consider the safety of both pedestrians and motorists at the A140/A1066 Scole roundabout:
After a lengthy discussion it was decided to arrange an on-site meeting with Gary Overland, NCC Highways and Road Safety Officer to discuss how this area can be made safer for our pedestrians and motorists.

To receive any verbal reports of accidents within the parish:
  • Black car in the bushes half way down A140.

11. / To receive an update of regarding the removal of trees on Lot 2
Work has not commenced – currently nothing to report.
12. / To giver permission for the Creation of Permissive Paths over the recently purchased lots of land.

To consider the actions to be taken to ensure the Council is prepared for the new General Data Protection Regulation GDPR coming into force in May 2018:
The Clerk and Cllr Blakesley updated the meeting on the information received at the recent GDPR training course they attended.
Actions to be taken:
Register Council with ICO
Appoint a Data Protection Officer - It was proposed that this should be the Chairman of the Council – Clerk to confirm this is acceptable
Produce Privacy Notice and GRPR Policy and amend existing policies to incorporate GDPR
Finance Group to become Finance and GDPR Group
Clerk to arrange for Norfolk Parishes Training & Support to attend our Annual Parish Meeting to give an overview of GDPR to all the clubs in the Parish. / Clerk

18.1. / Employment Group (CM, CAB, RC) –Nothing to report.
18.2. / Finance Group (GM, COB, JJ) – Nothing to report.
18.3. / Scole Community Centre & Playing Field (SCCPF) (CAB) –
  • New swing installed
  • The scheme for the B4RN (Broadband for the Rural North) is going live in January
  • French drains have been dug in the Car Park to deal with the excess water
  • Site to be fenced and secured
  • Concert on playing field 7/7/18 £10.00 – per ticket. Walk Way Band.

18.4. / Diss & District Neighbourhood Plan (DDNP) (GM, CM, LT) –
Next task is the initial Public Consultation to run Mid January to End February this will be by paper questionnaire delivered to all properties, Survey Monkey and Facebook.
Cllr G Moore read the Policy Headings from the DDNPBrochure for the generic plan and then read the Policy List for Scole.
Cllr G Moore proposed approving this brochure, seconded Cllr C Moore and unanimously agreed.
18.5. / Funding Opportunities and Charities Group (GM, COB, LT) –there is money available when we are in a position to apply.
18.6. / Scole Community Areas (COB) –
  • 41.5 hours worked this month.
  • Footpath A140 Millers Lane completed
  • Cleared undergrowth on Lot 2
  • Lot 3 – Willows have been trimmed back and big piles of willow left near road sign
  • Lot 4 removed damaged rabbit netting

Cllr G Moore – Brought to the attention of the Council two planning applications:-
Morrisons to remove 53 parking spaces to build 4 smallish business units.
Thatcher’s Needle – reasonable sized business unit and a 27 bed Premier Inn.
Diss Town Council have objected on both on “Planning Form”, Cllr G Moore asked if Scole Parish Council should comment on these applications? It was discussed and agreed not to comment
Cllr L Trevail – Re-alignment of road Dark Lane up to Business Centre from A1066 – Clerk to contact Highways.
Cllr C Moore – wreath vendor on our land by A1066 / Clerk
