Subject:Title Service Agent House Bill 2645

During the last legislative session a law was passed requiring anyone acting as a title service to be licensed by the State of Kansas. If they do not have a license issued by the Division of Vehicles by February 15, 2007, they cannot act as a title service.

Attached please find an application for a title service agent with a place for the CountyTreasurer to certify that personal property tax has been paid. I am also attaching the annual renewal application for your review also as each year the certification of property tax paid must be completed by the CountyTreasurer. The sign off mirrors the certifications you complete every year for a dealer making application for a license. If the owner of the title service owes no property tax, simply sign the certification and return to the applicant.

Attached also please find the memorandum being handed to all title service agents alerting them of the requirements prior to application for the license and listing grounds for a fine, hearing or revocation. This is informational only and you are not expected to take any action against a title service. We are simply letting you know what is required before making application for a license. If you have any inquiries about title service agent licenses in your county, please feel free to hand the person inquiring one of the memorandums alerting them of what they need to do before making application.
