JOB SUMMARY / Provides GIS (Geographical Information System) application programming and development support on networks and/or PC's. Codes and designs new and/or modifying programs; modifies scripts as required; controls system testing, debugs, reviews and approves output; prepares user, operation and program documentation based upon established policies; regularly provides guidance and training to less experienced programmer analysts and works with users to ensure needs are met. Aids users in creating geographic data sets. Identifies appropriate sources of data. Determines tools and the process needed to create data. Creates processes to maintain data, process work orders and ensure map integrity.
(Note: The GIS software uses a combination of standard ESRI (Environmental Systems Research Institute) (www.esri.com) ArcGIS geographic software and third party enhancement tools (Milsoft Utility Solutions, Partner Software and TC Technology.)
EDUCATION / TRAINING / Required:
·  High School diploma or equivalent.
·  Must have either A, B or C listed below:
·  2 Year degree in GIS or Information Technology.
OR
·  GIS Certificate or I.T. Certificate, plus a minimum of 2 years’ GIS experience.
OR
·  6 years’ GIS experience (preferably, at least 3 of those years with an electric utility in GIS).
·  Work experience with proficient use of personal computers.
Preferred:
·  Relevant utility experience.
·  ESRI ArcGIS desktop software.
·  Python Scripting.
·  SQL and/or Oracle; Microsoft Access, Excel, and Project.
·  API experience (Application Programming Interface).
·  ESRI Certification (Environmental Systems Research Institute) as ArcGIS Desktop Developer Associate (current version) or completion of Flint Energies’ Level I and II training as specified in the GIS Competency and Training Guide to be considered for GIS Data Analyst position.
·  ESRI Certification as Enterprise System Design Associate (current version) or completion of Flint Energies’ Level I, II and III training as specified in the GIS Competency and Training Guide to be considered for GIS Specialist position.
KNOWLEDGE / INTERPERSONAL SKILLS / Required:
·  Skills and ability to perform multi-functional computer applications.
·  Good organizational skills.
·  Positive attitude and willingness to be a team player in support of exceptional internal and external customer service, which should be evidenced from prior work experience.
·  Excellent interpersonal communication skills.
WORKING HOURS / ON-CALL DUTY / ·  8:00 a.m. to 5:00 p.m., Monday thru Friday with one hour for lunch.
·  Must be able to accept after-hours calls by telephone and be able to work overtime on short notice, including weekends.
OTHER / ·  Must live within one hour of reporting work location.
·  Must have a valid Georgia driver’s license with a safe driving record (3-year driver history required).

PHYSICAL DEMANDS FOR ESSENTIAL FUNCTIONS

GIS DATA ANALYST

ALERTNESS & CONCENTRATION / Maintains full alertness and concentration at all times, sometimes in inclement climatic conditions, at night and during emergency storm shifts.
ABILITY TO DEAL WITH STRESS: / Must be able to handle tense situations, resolve complaints and control anger and attitude.
VISION: / Far Visual Acuity: As necessary to drive. Should be able to distinguish potential hazards on poles.
Near Visual Acuity: Necessary for operating office equipment. Must be able to clearly see a computer screen, keyboard and read all types of paperwork.
Peripheral vision: As necessary for driving.
Color Vision: Judges red, green and yellow traffic lights adequately to drive and to distinguish color graphical maps.
Depth Perception: Needed to judge distance when driving.
Night vision: Same as above when working at night and in poor light.
HEARING / Hears and comprehends spoken conversation over telephone and in person. Hears adequately to operate 2-way radio.
SPEECH / Speaks loudly and clearly enough to be understood. Speaks clearly when communicating by 2-way radio.
SITTING/STANDING / May sit up to 7 hours in 8-hour day when working at computer, reading manuals or while driving to and from work sites. May stand as needed.
WORKER MOBILITY / Can change positions frequently. Must be able to get on and off stools.
WALKING / Common distance is ½ to 1 mile. On uneven ground, occasionally one to four miles. Total walking in 8 hour day could be 6 - 7 hours.
LIFTING/CARRYING / Lifts over 50 lbs. Equipment would normally be used to carry items weighing 50 lbs. plus.
PUSHING/PULLING / Required to open/close desk drawers and file cabinets and add paper/supplies to copiers and printers.
BENDING / 30-80% of working hours. May bend or kneel to retrieve documents from files. Bends when loading materials on/off vehicles.
REACHING/HANDLING / Regular use of hands and wrists when using tools such as hammer, computer, pencil, etc. Grips writing tools for several hours at a time. Uses computer keyboard and mouse 70-100% of working hours.
TWISTING / Intermittent. Can be avoided somewhat by taking step in direction of work.
CLIMBING/CRAWLING / Climbs in and out of vehicles. First step is approximately 12-24 inches from ground.
ENVIRONMENTAL FACTORS / Will spend majority of time in a conditioned indoor space. Also performs a variety of strenuous tasks outside, with temperatures varying from 32 degrees or below to 90 degrees or above, sometimes in rainy, stormy conditions; rarely in snowy or icy conditions. Frequently exposed to noise from construction equipment and heavy traffic. Exposed to pollen, bee/wasp stings, animal bites, poison oak and snakes.
MACHINES/TOOLS/EQUIPMENT / Computer, hand tools, measuring stick, drawing tools, car, pencils, plotter, printers, telephone, paper, etc.
SAFETY EQUIPMENT / Hard hat, safety glasses, work gloves.
SAFETY LOSS CONTROL PROCEDURES / Mayday, CPR, First Aid and Defensive Driving.
DRUG TEST / Required for pre-employment and random thereafter.
PHYSICAL EXAM / Employment entrance exam required.
