Minutes: CDTO Meeting November 15, 2016, Colonie H.S.

2017 Rule books were distributed to those in attendance
CDTO President Walt Eaton started the meeting by announcing to make sure members picked up the new rule book.
- The track officials test will open January 6, 2017 and close March 15, 2017 (one week before the March 21st meeting).
- The passing score is 85% or higher.
- President Walt Eaton passed out the list of usernames and passwords for the testing website:

Walt announced that the new meet fee is $106 and sectionals/championship meets are $109. Travel fees are $7 for six officials per school, per meet.
Injury report- email Walt if you witness any athlete get hurt. Make sure to get the “Who, What, When, Why, How, the name of the coach, parent and athlete.
- Question asked: “If two or more officials observe the same injury who writes it up?” Walt states one of the officials will write up the report.
- Question in the crowd- “Does throwing up count” – Walt states:“No- just injuries.”
- Lisa Mills- “Is there an actual injury form”- Walt states: “No need, just email him with the information.”
Bob Oates discussed the new official classes. There will be two classes a week- Monday and Thursday. Dave Sammons stated the dates of the classes: January 30, Feb. 2, 9, 16 (snow date). This is all dependent on Frank being able to get S. Colonie to host the classes. The rational for the change in dates is to connect the class to the actual outdoor experience. If you know of anyone who would want to be a track official, contact Dave or Bob.
Walt stated the dates for the two rules interpretation meetings- Monday, February 13 at Shaker HS. (Snow date- Feb. 14) and Tuesday, March 21 at Shaker (Snow date- March 22). Both meetings start at 7pm.
Pat Sweeny- On Rules Interpretations:
- Not too many new rule changes this year
- Rules 6&7 are combined
- Book is different than years past so make sure you check the book over
- Gun lap is to be given to 800m and up for outdoor and 3 laps or more for indoor (600)
- Clerking- don’t worry about school, athletes earn a spot based on speed not on school
- Flags are coming- so prepare and purchase
- Rules on distributing cones for any track that doesn’t have a metal rail
- If another runner aides a distressed runner- only the distressed runner is DQ-ed
- Rule 5-7-3: Athlete can not touch the ground for the start of the 800 and up (600 indoors)
- Field events- Official declares the field event open
- Questions from the crowd- “what entails open?”
- Answer- Official declares open and can leave to grab cards
- 6-5-9E- Stomping on the stomp board is a foul- do not measure
- If a special event is not covered, use the USATF – Youth rules
Frank Meyers on the schedule:
- Schedule is out of date- re-print at home, only pages 1-11
- Confirm meets with coaches, not athletic directors. There’s a handout with head coaches numbers and emails.
- TCITL meets, notify Frank at the 869# and email Rick Mulvey. Make sure you put the meet number, your name, and the event you covered.
- Meets typically do not get weathered out
- Get to the meet early
- Clerks need to be careful and concentrate at all times. Fast heat always first. Try to avoid lane 1 in the 4x200 relay if possible. In the hurdles and short sprint, run the first 3 heats with four in a heat to assist the finish line in timing. Avoid too many runners in the 600.
- Finish line- record everyone, do not be the one writing times, have the school responsible for the finish line recording. Shorter races cannot have ties. Time to the nearest hundredth if there is a tie.
- PV- HJ- Place results on sheets and make sure to have numbers. PV school in charge needs to bring extenders.
- If your event finishes early, you may not leave. Please find an event to assist in
Mark Mindel asks about the new 800m walk. Walk will take place during the novice 800
Doug Hadley and Bob Wallenprovided an update on the status of the Sectional Championship meets and the State Qualifier. Dates are Monday February 20 and February 26. There is no bubble available. Different order of events this year due to the state meet going COED. There will be an email going out in the middle of December to see about availability.
