EODP Guidelines
Description and Objectives
The Eastern Ontario Development Program (EODP) is funded through the Federal Development of Southern Ontario (FedDev) with a goal of promoting growth of new and existing businesses in rural Eastern Ontario.
There are two components to the program offered through the Frontenac CFDC:
Business Development: Promote growth of new and existing businesses in rural eastern Ontario communities; and
Community Innovation: Advance community-led economic development to enhance and diversify local economies
Eligible Recipients
  • Commercial enterprises including individuals, corporations, partnerships, cooperatives, or trusts;
  • Non-profit organizations including municipalities and municipal organizations, community economic development organizations;
  • Post-secondary institutions; and
  • Aboriginal organizations;
  • Must not employ a current or federal former public servant within the last 12 months to whom the Values and Ethics Code for the Public Service/Sector applies.
  • Must be operating their organization within the County of Frontenac.
  • Must have a Business Number registered with the Canada Revenue Agency
All recipients agree to have their business/organization name posted to the Frontenac CFDC website and Newsletter, together with the dollar amount of the grant and approval date.
Eligible Activities
Examples of Projects that have been funded:
  • Market diversification - hiring a consultant to develop a marketing strategy; exhibit at trade shows to reach new potential buyers; create an on-line store; purchase of specialized equipment to allow value-added production or new product
  • Skills training - to increase skills to offer new services, improve financial management of business, increase business efficiencies, hire new staff, etc.
  • Innovation - creation of a new product, feasibility study/research for product development
Community Innovation
  • Expansion of Economic Assets (capacity building)
  • Industry cluster development and expansion
  • Labour market development (skills gap analysis, skills development, worker transition)
  • Strategic planning and research studies
Business Development and Growth
New business development
  • Training & mentoring
  • Business Start-up (excluding basic business start-ups costs)
Existing businesses
  • Productivity enhancements (information and communications technologies, energy, new technologies, productivity assessments)
  • Market diversification
  • Innovation/product development (research and development)
  • Succession planning
Business Infrastructure
  • Business incubators
  • Supply chain analysis and development
EODP Priorities for the Frontenac CFDC: The Frontenac CFDC Strategic Plan is available at Areas deserving of special emphasis beyond those identified in our strategic plan are:

County of Frontenac is defined as those areas within North Frontenac, Central Frontenac, South Frontenac and the Frontenac Islands.
Eligible / Ineligible Costs
Eligible costs are those that are deemed to be reasonable, incremental and directly related to the execution the project, net of HST.
Purchase of good or services must be at arm’s length of the Recipient. Three quotes are requiredifcosts are $10,000 and over.
Eligible Costs may include
  • Labour: salaries, wages and employer expenses (must be incremental – over and above what you are already paying staff). Costs associated with training summer students, temporary workers or part-time jobs less than 20 hours per week are eligible
  • Travel: Travel within 50 kms of your usual place of work is not eligible. Rates are based on current Treasury Board Directives
  • Accommodation: You may claim up to $150/day/person for required overnight stays(must have invoice receipts)
  • Food: You may claim $50/day for meals(must have invoice receipts)
  • Expertise(consultant and other professional services, etc.)
  • Non-capital expenses
  • Capital: equipment
Copies of Receipts must be submitted for any expenses to be eligible. All costs must be incremental and proof of payment is required (credit card/bank statements, EFT receipt, cancelled chq). Accommodation, meals and travel are based on current Treasury Board Directives.
Ineligible Costs
  • Costs incurred prior to the eligibility date as defined in the Contribution Agreement
  • Any costs determined not to be reasonable, incremental and /or not directly related to the eligible project activities
  • Cost of goods or services from individual or business that is deemed not to be at arm’s length from the applicant
  • Costs of land, building or vehicle purchases
  • Costs associated with the development of basic websites
  • Refinancing
  • Fines, penalties or costs related to litigation
  • Entertainment and hospitality costs
  • Costs of membership in professional body
  • Honorariums and gifts
  • In-kind contributions

Funding
Frontenac CFDC may contributeup to 50% of eligible costs for projects that have expended a minimum of $5,000 in total costs. For projects that have expended less than $5,000 the Frontenac CFDC will normally reimburse 25% of total costs. Where an applicant is approved for a project of $5,000 or more and does not expend a minimum of $5,000 they will be reimbursed at 25% of total costs.
Commercial Enterprises - funding contributions will not exceed $100,000 for the funding period April 1 to December 1, 2018. In general, total government funding (federal, provincial, municipal) will be limited to 50% of capital expenses and 75% for non-capital expenses.
Not-for-Profit Organizations and Post-Secondary Institutions- are eligible to apply for up to $100,000 for the funding period April 1 to December 1, 2018. Contributions made to not-for-profit organizations or for non-commercial activities will be up to 50% of Eligible Costs (including all federal, provincial, and municipal government funding). Applicants will normally be expected to contribute a minimum of 10% of the eligible costs of the project.
Application Process
Application Part A & B should be submitted in electronic format and the application must be digitally or manually signed by an individual with the legal authority to bind the organization. If you are unable to submit electronically, please contact staff.

Ensure proposed project meets the eligible funding activities listed above
EODP Application Part B – Detailed Budget
Complete detailed budget for the fiscal year. Note that the final claim is December 1st, 2018.
Submit supporting documentation with completed application form
  • Completed EODP Detailed Budget
  • Proof of legal name, business registration, or if incorporated, a copy of Articles of Incorporation.
  • Interim Financial Statements (required if the fiscal year-end statements are dated more than five months ago)
  • Quote(s) from consultants/suppliers are required to be submitted with this application
Not-For-Profits/Municipalities
  • Not-for-profits, Municipalities must submit board/council motions.
  • Evidence of community support, partners, and 50% contribution to eligible costs (ie. Letters of support)

Approval Process
Applications will only be considered once the completed application and budget, together with all supporting documentation are received. Additional information may be requested at this time.The corporation reserves the right to collect business information from third parties for the purposes of assessing the Applicant’s eligibility for the Eastern Ontario Development Program
Applicants will be notified as to whether their request is approved, declined or requiring additional information.
Approved applicants will receive a Contribution Agreement outlining terms, conditions, reporting requirements and funding disbursement schedule.
Project Process
The EODP Program is a reimbursement program. Recipients must file a claim(s) either at the end of the project, or as stated in the Contribution Agreement. The claim will include a listing of eligible costs incurred for the project and must be accompanied by copies of all invoices and proof of payment for those invoices.
Final payments will not be released until all requirements of the Contribution Agreement have been met and a Final Claim has been submitted that has been signed by the Recipient and includes proof of all deliverables and reporting requirements have been met.
Recipients are required to maintain proper books and records of the costs of the project up to 6 years, including invoices and cancelled cheques and to provide FCFDC auditors with access to these records if requested.
