Position overview

This position will be responsible for coordinating the activities of Enterprise and Employment Pathways to accomplish desired goals and objectives using available resources efficiently and effectively. The division includes Visual Arts, Indigenous Media Unit, Community Services and VETiS, Foundation Skills, SEE, Indigenous Languages and Knowledges, Business & Governance Family Wellbeing and Interpreting. The Director of Enterprise and Employment Pathways is responsible for all major decisions affecting the work of the division and will provide direct leadership to managers and staff. Work includes activities based on planning, organising, staffing, leading, directing, and reporting around the deployment of resources.

It is expected the role will be an advocate for the Institute and will work closely with the Executive Director and other members of the Executive Management Group to achieve and maintain the excellent standards and objectives of the Institute.

Detailed Statement of Duties

This position is responsible for leading and managing the Enterprise and Employment Pathways programs, including:

ü  Leadership in negotiating, managing and coordinating the quality delivery of VET courses;

ü  Strategic leadership in the establishment of collaborative relationships including liaison with industry, communities, stakeholders, professional organisations;

ü  Support and supervise of senior members of staff and oversee the staff performance management cycle;

ü  Overseeing the Division teaching standards and educational analysis of qualifications;

ü  Representing the Institute in high level negotiations with the Department of Business and other funding bodies on Resource Agreements and other funding and delivery matters

ü  Ensuring the management of Quality Assurance processes for course development and delivery; validation and moderation of delivery and assessment;

ü  Undertaking of professional activities and research relevant to professional qualifications

ü  Establishing a growing commercial program aligned to industry and community aspirations

Strategic leadership

1.  Build and maintain close liaison, excellent communication and service delivery with industry partners.

2.  Responsible to the Executive Director for the delivery and maintenance of programs by Enterprise and Employment Pathways at approved standards.

3.  Explore and embark on new endeavors which provide benefit to the Institute and its client groups and stakeholders.

4.  Encourage and support an environment of innovation in VET delivery including the adoption of ICT

5.  Work closely with the Executive Director of Strategic and Shared Services Division to develop a strategic vision for VET aligned to the Strategic Plan

6.  Oversee the implementation of the National Partnership Agreement – Skills Reform

Management and administration of teaching and learning

1.  Ensure Enterprise and Employment Pathways staff undertake personal and professional development and undertake research and allied activities.

2.  Communicate effectively with the Executive Director and Executive Management Group (EMG) on a regular basis.

3.  Ensure staff selection (including selection and interview panels), staff orientation and development, and staff quality management processes are maintained at a high standard and in accordance with the Institute’s policies

4.  Ensure Enterprise and Employment Pathways operations including leadership, administration, delivery and assessment of courses, budget and human resource management are achieved through best practice and qualified advice.

5.  Development and maintenance of appropriate and compliant teaching resources.

6.  Ensure compliance with Batchelor Institute philosophy, strategies, policies and Academic Rules.

Relationship building

1.  Communicate effectively with the Executive Director, and EMG, and departmental staff on a regular basis and ensure professional standards are maintained between divisions.

2.  Ensure strong industry and community involvement in all activities.

3.  Active participation in critical analysis of training delivery with staff (quality teaching and assessment, validation, moderation and monitoring, student follow-up and the development and revision of curriculum).

Finance

1.  Oversee the financial operations in collaboration with the Chief Financial Officer (CFO) to ensure efficient and effective budgeting, accounting and reporting services.

2.  Work with the Senior lecturers and CFO to plan, develop and implement appropriate financial programs to enable timely and accurate acquittal of budgets and projects.

3.  Provide effective leadership in securing and project managing externally funded projects.

4.  Identify and secure appropriate grants to enhance and expand Enterprise and Employment Pathways operations.

Human Resources

1.  Oversee Human Resources management within Enterprise and Employment Pathways in collaboration with the Human Resources Director.

2.  Support Human Resources to achieve agreed results, including Employee relations, Industrial Relations, recruitment and selection, performance management and HR reporting requirements.

3.  Guide and implement staff performance processes including interviews and PD identification.

Governance, Risk Management & Quality

1.  Support the governance functions of the Institute by providing advice and expertise at the executive level through EMG and on various committees.

2.  Be responsible for the risk management of Enterprise and Employment Pathways in particular large externally funded projects.

3.  Manage, maintain and develop strategies in relation to the Institute’s quality framework.

4.  Undertake duties/projects as delegated by the Executive Director.

5.  Represents the Executive Director at various committees, meetings as decided by the Executive Director.

6.  Implement the Institute Strategic Plan (via a Business Operational Plan) and all other Institute policies and strategies.

Essential selection criteria

1.  Substantial knowledge of the VET sector and National Reform.

2.  Demonstrated experience in leading/ managing a team of senior managers in a multi-disciplinary organization with a record of success in the following functional areas:

·  VET training and course management

·  VET quality framework

·  Human Resources Management;

·  Commercial training delivery

3.  Demonstrated capacity to work within the social, political and cultural environments of Indigenous Australian communities and organisations.

4.  Thorough knowledge of corporate governance and developing successful business strategies.

5.  Professional qualifications in a relevant industry area or discipline appropriate to a Registered Training Organisation

6.  Proven experience in managing and representing the organisation at high level negotiations such as disputes, contracts, government contracts and external stakeholders.
