Agency summary:

New York State Homes & Community Renewal (HCR) is responsible for the supervision, maintenance, and development of affordable low-and moderate-income housing in New York State. HCR performs a number of activities in fulfillment of this mission, including oversight and regulation of the State's public and publically assisted rental housing; administration of the State's rent regulations and protection of rent regulated tenants; and administration of housing development and community preservation programs, including State and Federal grants and loans to housing developers to finance construction and renovation of affordable housing. New York State Homes & Community Renewal assists and supports the state’s response and recovery to disasters to ensure the affected communities and the entire region build back their areas smarter and stronger than ever.

Job summary:

New York State is recruiting for a Small Business Storm Recovery Program Manager with strong analytical, verbal, and writing skills who has experience with the Community Development Block Grant (CDBG) program. Experience with CDBG Disaster Recovery (CDBG-DR) funding and programs is preferred, but not required.

Under the general direction of the President of the Office of Community Renewal, the Small Business Storm Recovery Program Manager will be responsible for administering all facets of the following small business assistance programs:

·  Small Business Storm Recovery Grant Program;

·  Small Business Storm Recovery Loan Program;

·  Small Business Consulting and Mentoring Program;

·  Coastal Fishing Industry Program; and

·  Seasonal Tourism Industry Program.

The Small Business Storm Recovery Program Manager will be responsible for administering all facets of the State of New York Small Business Storm Recovery Program. Duties include, but are not limited to:

·  Administration of the CDBG-DR funded New York State Small Business Storm Recovery Programs, including the development and implementation of overall operating policy and procedures for the program.

·  Management and oversight of the Small Business Storm Recovery Programs to ensure compliance with Federal and State statutes and regulations and NYS policies, such as processing grant agreements, requests for release of funds, etc.

·  Responsible for all external interactions with units of local government, county government, intermediaries, community groups and other stakeholders.

·  Developing and maintaining working relationships with other funding sources, outside agencies, consultants, sub recipients, elected officials, and stakeholders regarding the buyout program.

·  Reviewing proposals/applications for program eligibility and other criteria.

·  Overseeing the preparation of mandated reports.

·  Supervising and coordinating the daily activities of Program Administrators to ensure program goals and timeframes are met as necessary; providing advice and guidance; interpreting policies; and clarifying program goals.

Desired skills & experience…do you have what it takes?

·  Bachelor's degree in Business Administration, Finance, Accounting, Public Administration, Planning, or a related field plus five (5) years’ work related experience, two (2) of which must be in a supervisory capacity. Education and experience may be substituted one for another, on a year-for-year basis.

·  An understanding of federal grant programs including CDBG, Small Business Administration (SBA) Programs and relevant cross-cutting federal regulations, and the reporting and monitoring requirements of these programs.

·  The Program Manager should have experience working with Local Government, community based organizations, and support capacity building and community development.

·  Must have the ability to understand financing tools such as grants, loans, bonds, etc.

·  Must have the ability to evaluate and analyze complex problems and make appropriate recommendations or decisions.

·  The Program Manager must have the ability to manage multiple staff members who are responsible for various operations of the Corporation.

·  Understand how to develop and administrate public budgets.

·  Ability to evaluate and analyze complex administrative and financial problems and make appropriate recommendations or decisions that are in compliance with required State and Federal Policies and Regulations.

·  Ability to plan and coordinate a variety of major programs, activities and related budget.
