MINUTES

LIBERTY BOARD OF SELECTMEN

DECEMBER 12, 2016 7:00 PM

In attendance: Melinda Steeves (1st Selectman); Carrie Peavey (2nd Selectman); Henry Hall (3rd Selectman); Denise Glick (Town Administrator); Kenn Ortmann (Town Administrator); Bill Gillespie (Fire Chief); Tobey Kress (Deputy Fire Chief)

1.  Meeting opened at 7:05 p.m.

2.  Selectman Peavey moved and Selectman Hall seconded minutes of the November 28 and December 5, 2016 meetings were reviewed be approved. Unanimous.

3.  Warrant was reviewed and approved.

4.  Public Comment

None

5.  New Business

a.  Following discussion Selectman Steeves moved and Selectman Peavey seconded appointment of Dottie Harrison for Budget Committee. Unanimous.

b.  Update on lien on property at 2877 Burkettville Rd owned by Mark & Jackie Emery. Discussion.

c.  Update on partial payment of taxes for property at 540 Belfast Augusta Rd owned by Brenda M. Billings. Tabled to next week to discuss specific language.

d.  Letter from Mark Haskell regarding request to legislature to remove the ban on PWC’s on Lake St George. Tabled to next week.

e.  Request for permission from Kenn Ortmann to discuss with Town Office staff office hours and staff coverage and develop suggestion(s) for Selectboard review. Consensus approval of request.

6.  Old Business

a.  Phone Systems – Tabled to next week.

b.  Emergency Services Meeting w/Montville 12/12/16 at 7:15 PM at Liberty Town Office Building. Selectboard meeting recessed at 7:17 PM for discussion with EMS and Ambulance Transport Services Task Force.

7.  Other Business (meeting reconvened 8:45)

a.  Fire Chief Bill Gillespie and Deputy Chief Tobey Kress briefed the Selectboard on the unexpected disruption to the Fire Department on Friday December 9 due to the filming event. The filming crew clearly violated the Fire Department building usage agreement and the agreement between “Rattling Stick, Inc.” and the town.

b.  Fire Chief Bill Gillespie and Deputy Chief Tobey Kress asked for guidance from the Selectboard regarding repairing truck #77 or purchasing a replacement. Chief Gillespie expressed his desire to develop a proposal for Town Meeting that the Selectboard could support. TA Ortmann volunteered to get information about borrowing options for $300,000, $400,000 and $500,000 in terms of interest rates and a term of 15 years.
