A RESOLUTION adjourning the Senate in honor of Senator David Karem upon the occasion of his retirement on December 31, 2004.

WHEREAS, Senator David Karem has represented his constituents from the 35th Senatorial District since 1976, and he also served in the House of Representatives from 1972 to 1974; and while he has been a staunch advocate for the City of Louisville and Jefferson County, he has also been mindful of the needs and concerns of the citizens of the Commonwealth of Kentucky; and

WHEREAS, Senator David Karem served as chairman of the Senate Democratic Caucus for twelve years, until 1993 when he became Majority Floor Leader, a position he held until 1999; and

WHEREAS, Senator David Karem has served on many committees and task forces, including the Judiciary Committee, State Government Committee, Health and Welfare Committee, Education Committee, Banking and Insurance Committee, and the Program Review Committee; and

WHEREAS, Senator David Karem has played an invaluable role in the Kentucky General Assembly; he has exemplified dedication, professionalism, and high standards, and he has also demonstrated extraordinary vision and leadership; he is a person of unqualified integrity with great respect for the legislative process and the potential it has for improving the lives of all Kentucky citizens; he has passionately spearheaded many meaningful projects, such as the Kentucky Education Reform Act of 1990 and the 1997 Postsecondary Education Reform Act; and he has, through the years, demonstrated his diplomacy and amazing ability to keep people focused on a central issue and help opposing groups resolve their points of disagreement in order to come to a final conclusion; and

WHEREAS, Senator David Karem is executive director of the Waterfront Development Corporation, which oversees projects on Louisville's riverfront; he was an avid supporter of the Louisville-Jefferson County merger, co-sponsoring the 2000 merger legislation; he has also been a strong advocate of the arts, and was chairman of the Kentucky Bicentennial Commission; and

WHEREAS, in view of the fact that the very distinguished Gentleman from the 35th Senatorial District will be retiring on December 31, 2004, we are reminded that life is composed of two parts: that which is past, and that which is to come -- a prologue; and

WHEREAS, if the past sets the example for the future, Senator Karem can be assured of continuing a full and meaningful career outside these hallowed halls;

NOW, THEREFORE,

Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:

Section 1. The Senate hails and commends Senator David Karem for the many years of dedicated service he has given to the citizens of this Commonwealth. His presence will be sorely missed by this honorable body, and we will continue to pursue our goals and missions for the Commonwealth of Kentucky, as we adhere to the high moral principles Senator Karem has demonstrated while serving in the Kentucky General Assembly. Upon his retirement on December 31, 2004, we wish to Senator Karem success in all future endeavors.

Section 2. When the Senate adjourns this day, it does so in honor of Senator David Karem.
