Minutes

CALL TO ORDER AND ESTABLISH QUORUM

The regularly scheduled meeting of the Board of Directors of Village Homes Property Owners Association on November 8, 2014 was called to order at 9:00a.m.

BOARD MEMBERS PRESENT

A quorum was established with Board MembersPatrick Carroll, Carol Conte, John Chavez, Ramona Yoh and Angie Simpsonpresent.

GUEST: Deputy Edward Beauvais

Deputy Beauvais was present to talk about neighborhood safety and encouraged residents to sign up on the Nextdoor website, which he said is a great way to stay in communication with your neighbors about safety and other community-related matters. Only owners that live in Village Homes are allowed to view what the owners in Village Homes post. Deputy Beauvais also posts helpful information and tips regularly.

HOMEOWNERS CONCERNS

An owner was present to discuss the lights on the greenbelt. The board advised that SCE recently replaced the bulbs on all of the light poles throughout the association. SCE did not replace the poles or wiring which still cause problems. The board advised the homeowner to contact SCE directly if they need to report a light that is not working properly. Another owner asked if the board would try to get a stoplight installed at Westlake Blvd and Evenstar. The Board advised her to contact the City of Thousand Oaks and CalTrans for information on what is required.

POOL RENOVATION PROJECT

Angie Simpson has volunteered to be the chairperson for the pool renovation committee. The association now has approximately $120,000 in the pool fund. The board has approved Angie to proceed with trying securing the funding for the pool project and finalizing the bids from the contractors that previously bid on the project.

APPROVAL OF MINUTES

Motion:Motion was made to approve the minutes of the October8, 2014 meeting as presented. Motion was seconded and passed.

FINANCIAL REPORT

The Financial Report for September 2014 was presented by management, showing total cash on hand of $211,316.48 as of September 31, 2014.

Motion:Motion was made to approvethe financial report for September 2014. The motion was seconded andpassed.

2015 Budget

MOTION:Ramona Yoh made a motion to approve the proposed budget for 2015, with no increase in quarterly assessments. Patrick Carroll seconded the motion and it passed. The budget, along with required disclosures, will be sent to all homeowners before the end of November.

MANAGEMENT REPORT

The Board discussed the management report, indicating regular maintenance items. The Board approved the bid from By Design Floor Covering in the amount of $ 6,620.63 to install new carpet tiles at the clubhouse.

OLD BUSINESS

Greenbelt-Landscape Update

The Evenstar island project has been completed and the Board would like to look at other areas within the association that could be changed to drought tolerant landscaping.

Violations- The Board reviewed a copy of the violation log and will continue to monitor all violations.

Clubhouse

Rental Rates and Rules for Clubhouse

MOTION:Carol Conte made a motion to approve the changesproposed by the Board to the Clubhouse Rental Agreement and fees. Patrick Carroll seconded the motion and it passed. A draft copy will be sent to all homeowners for a 30-day comment period. The final document is expected to be adopted at the January 2015 Board meeting.

The nextBoard meeting is scheduled for December10, 2014 at 7:00 p.m.

ADJOURNMENT

There being no further business, the meeting was adjourned to executive session at 11:00a.m.
