DRAFT MINUTES OF A MEETING HELD ON WEDNESDAY 16th SEPTEMBER 2015 AT 8.00 PM IN MANLEY VILLAGE HALL

There was 1 representative of the Parish Plan Steering Group for part of the meeting and 1 parishioner in attendance.

3. / APPROVAL OF THE MINUTES OF THE MEETING HELD ON 15th JULY 2015
These were agreed as a correct record and signed by the Chairman of the meeting.
4. / PARISH PLAN UPDATE
Website
David Joyce, the Chair of the Parish Plan Steering Group, reported that following the recommendation from the Manley Parish Plan for the creation of a co-ordinated website to represent all the varied interests of Manley community, preliminary contact has been established with Chris Ellams who designed the Helsby Parish Website. A sum of money has been set aside by Manley Parish Council for the creation of the website. The Manley Parish Plan Group have previously registered a domain name which can be developed. It is understood that the Parish Council Clerk has agreed to act as a website manager, but the site should be constructed so each of the separate organisations/clubs has responsibility for their own inputs with any alterations being fed through the Parish Clerk.
After discussion, it was agreed that Chris Ellams should be invited to attend the next parish council meeting to discuss the development and structure of the website and that each of the Manley organisations/clubs should liaise to decide on a proposal for the website design. A number of other contacts for website design were also suggested.
RESOLVED/- Councillor Ellis to contact Chris Ellams
Street Lighting and Highways
After discussion about the existing street lighting on Moss Lane, Manley Common, it was agreed that the necessity and time controls should be followed up with Mark Jones, Highways, CW&C.
David Joyce reported that the chevrons on the corner of Manley Common also need to be put back up.
The date of the Autumn Litter pick is to be included in the next Manley Magazine.
RESOLVED/- Councillor Ellis to follow up with Mark Jones.
Parish Field
Phase B of the Parish Field Refurbishment was discussed. No consensus has been agreed on any further development. This to be reviewed once Phase A is totally complete.
5. / MATTERS ARISING FROM THE MINUTES OF A MEETING HELD ON 15th JULY 2015
·  Manley Pre-School Update
Councillor Bell reported that following the submission of a revised bid for funds from the Mouldsworth Parish Council Community Fund to provide a new portakabin building to replace the existing one, Mouldsworth Parish Council have requested further information about match funding from other sources, which Councillor Bell has followed up and obtained additional quotations for a new portakabin.
After discussion about the possible use of Manley Village Hall for the Pre-School, it was agreed that the storage of equipment and the use of the Hall should be evaluated in more detail.
RESOLVED/- Councillor Bell to follow up.
·  Mouldsworth PC Community Play Fund Receipt £4000
This is being followed up with CW&C. Councillor Johnson has a meeting with Sarah Dobbins to discuss the Community Play funds receipt of £4000 following Manley PC’s recent successful application.
·  Verge Parking by Manley Common/Listed Monument Updates
The grass verges have now been re-instated with verge marker posts to discourage parking. It was agreed that this item can now been taken off the agenda.
Mark Jones from CW&C has confirmed that the Scheduled Monument Consent for Maiden’s Cross was received at the end of July and a stone mason has been instructed to remove the sandstone base, repair and modify so that it can be fixed to the concrete plinth which will be constructed when the sandstone is removed. The dates for this are to be confirmed.
·  Parish Field – Works Update
Works have commenced on levelling the Parish Field and the field is to be rolled and seeded in the next couple of days.
·  Home Watch Update
Councillor Walton reported that regular Home Watch articles are to be included in the Manley Church Newsletter and Parish Magazine. To receive information directly, residents are encouraged to sign up for the Cheshire Police Alert. Neighbourhood Watch signs can be obtained from Liz Biddle. It was noted that the updated name and contact numbers for the new PCSO should be put up on the Village Hall Noticeboard.
RESOLVED/- Councillor Walton to follow up the publication deadlines for the Parish Magazine.
·  Appointment of Auditor for 2015/16
Chris Moulton has agreed to be the Manley Parish Council internal auditor for 2015/16.
6. / PC REPRESENTATIVE ON VILLAGE HALL COMMITTEE
Councillor Bell agreed to be the MPC representative at the Village Hall Committee meetings.
7. / WOODEN SCULPTOR – PARISH FIELD
After discussion about the suggestion of a wooden sculptor to be made from the trunk of the dead oak tree that was cut down from the entrance to the field, it was agreed that three quotations for a 4-5 foot high tawny owl wooden sculpture, to be located at the entrance to the parish field, should be obtained.
RESOLVED/- Councillor Ellis to obtain three quotations.
8. / FINANCE
The following cheques were approved for signature:
·  Village Hall Room Bookings – Manley Youth Forum 9th & 23rd September (£33.00) and Parish Meeting – 16th September (£22.00), totalling £55
·  Sign for Parish Field - £60 – Cestrian Signs
·  Receipt – Postage for Tender Documents – £4.74 - Steve Frood
9. / PLANNING APPLICATIONS
Delamere Forest Update
Councillor Frood reported that he had received correspondence informing the PC that Forest Holidays and The Forestry Commission were considering an appeal against the decision by the High Court. A decision is awaited on the Court of Appeal’s decision to appeal.
Application No: 15/02285/FUL - Land To North of The Granary Claim Farm - Proposed stable block, works to improve vehicular access to the existing silage area; associated landscaping and external works - Amendment to application 14/04156/FUL
The PC attended the CW&C Planning meeting on 4th August to speak as an objector to this application. The decision of the Planning Committee was to refuse this application.

The next meeting to be held is on Wednesday 25th November 2015 at 8.00 pm.
12. / ANY OTHER BUSINESS
There was discussion on the proposal to hold a Manley Festival in May 2016 from 11 am until 11 pm in lieu of the annual Alvanley and Manley Spring Fair. No consensus was agreed.
