I.  CALL TO ORDER
Dr. Burrell, chairman, called the meeting to order at 6:35 PM as a regular monthly meeting of the Board of Education. Greg Crawford led the pledge of allegiance.

II.  RECOGNITION OF GUESTS
A. SCOPE Participants – Tim Parrot introduced Will Short, SCOPE participant, who introduced fellow SCOPE participants. Abby Powers, Emily Mariner and Joseph Nance, students from Anderson County High School (ACHS) and Clinton High School (CHS), delivered a brief presentation on the agenda and debate topics. The students said they had a fun time, met a lot of new people and thanked the board for the opportunity to attend. Joseph Nance, ACHS student, was elected 2nd Vice President during the session.
C. Linda DuCamp, Clinical Instructor at the University of Tennessee (UT), introduced UT coordinator Jennifer Jordan. Ms. DuCamp described the interns as the best group she’s had. Ms. Jordan thanked the board and said everyone at each school has been kind and supported them in every way necessary. She also said it’s been an outstanding year – the mentors have been fabulous and she is looking forward to continuing this program for many years. Dr. Burrell said Anderson County Schools looks forward to continuing the program as well.

III. CITIZENS TO BE HEARD

A.  Dr. Burrell stated the Building & Grounds committee met on March 30, 2011 to discuss a proposal to lease or sell school property in the Belmont community for use as a volunteer fire department. David Allen, community spokesperson, spoke with community members who are in agreement with the proposal. Mr. Foster stated the school system has had a conversation with county attorney Jay Yeager regarding the option of a lease proposal or the option of turning the property over to the county with a caveat that it is to be used for solely for public use. Mr. Cantrell stated he had contacted a number of people who want the volunteer fire station in their community. Jo Williams asked about liability issues if the recommendation was for the lease. Board attorney Sal Varsalona said there could be a clause included in the lease that would absolve the system of any liability. Mr. Cantrell asked if there were anything prohibiting the system from deeding the property to the community as a gift. Mr. Varsalona didn’t think it would be a problem. Mr. Cantrell then asked for Mr. Foster’s recommendation. Mr. Foster suggested that it would be good for the community and recommended the system enter into a lease, with Mr. Yeager specifying conditions to the lease. He indicated the mayor has concerns about a business plan and suggested guidelines be specified so it moves forward. He said there should be a timeline and specifications for capital outlay.

Motion by Dail Cantrell and seconded by Glenda Langenberg to move forward with a lease to Andersonville Volunteer Fire Department. Discussion - Scott Gillenwaters asked if the system needed to be in the leasing business and whether or not the system was ready to deal with issues that may come up. He suggested deeding the property or a land swap. Mr. Cantrell amended his motion to read if it’s feasible to give an outright gift to the community, he’s alright with that. Mr. Rose said the system had issues before – we were not allowed to give property away, it has to be sold or leased. Dail Cantrell amended the motion to recommend Anderson County Schools enter into a twenty-five year lease with the understanding that if at anytime we are able to donate the property to (the volunteer fire station) or sell it to them for a nominal amount that we do so during the term of the lease. Glenda Langenberg seconded the motion. Motion carried.

IV.  APPROVAL OF AGENDA
Motion by Jo Williams and seconded by Steve Fritts to approve the agenda. Motion carried.

VI.  COMMENTS FROM THE CHAIR
A. Dr. Burrell stated the dedication of the Anderson County High School baseball field in honor of Murrel Albright went very well Monday night. There was an excellent turnout.

VII.  DIRECTOR’S REPORT
A. Resolution – ACHS Special Olympics Basketball Team – Dail Cantrell read the resolution and added he will pay for the cost if the athletic director will take the lead in obtaining a banner or plaque for ACHS.

HONORING THE ANDERSON COUNTY HIGH SCHOOL

SPECIAL OLYMPICS BASKETBALL TEAM

WHEREAS, the Anderson County High School Special Olympics Basketball Team is celebrated for its achievements and in recognition thereof, the team members, coach, teacher and all individuals associated with this team are deserving of public commendation; and

WHEREAS, team members consisting of athletes and partners Ali Dunnavant, Lakin Ford, Alan Holt, Brittany Hunley, Jesse Jordan, Dustin Knoernschild, Cody Phillips, Tayla Seiber, Felicia Taylor, Cecil Vandergriff, Ben Vibbert, Caleb Vibbert, and Special Education Teacher Ginny Miceli are to be congratulated; and

WHEREAS, the team played in regional competition in February 2011 and advanced to the state competition in March 2011 where they played in five winning games; and

BE IT RESOLVED BY THE ANDERSON COUNTY BOARD OF EDUCATION, that this Board recognizes each member of the Anderson County High School Special Olympics Basketball Team, their coaches, teacher and support staff for their outstanding season; and now,

BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of the Anderson County Board of Education and a copy be forwarded to Anderson County High School.

B.  Resolution – Autism Awareness Month – Dail Cantrell presented a resolution in observance of Autism Awareness Month.
