1650 / Removes direction for communication methods in 1651. Changes Public Affairs Office (PAO) to Strategic Communications Team.

1650.44 - Regional Foresters, Station Directors, Area Directors, Forest Supervisors, and District Rangers

Each Region 4 unit shall maintain a media contact list for its area and issue news releases.

1651.1 - News Releases

News releases are double spaced with margins set at 12 and 90. Paragraphs are indented 7 spaces and printed in 12 pitch type. Single space the latter part of the release to avoid going to another page. Use all capital letters for news release headlines which appear on one line. The headline should have a subject and a verb and briefly identify the primary action being announced. Two lines below the last line of the text, use a "#" to mark the end of the release. Show the issuing unit's name and address on the first page as well as the full name and telephone number of the person(s) who can supply additional information.

Forest Supervisors shall send the Regional Strategic Communications Team one copy of each release issued. The Strategic Communications Team shall distribute copies to interested Directors and the Regional Forester.

The Strategic Communications Team shall prepare news releases on personnel changes in the Regional Forester, Deputy Regional Forester, Director, and Forest Supervisor assignments. Releases on Forest Supervisor assignments shall be coordinated with the affected Forest(s). Forests shall prepare and distribute releases on personnel changes below the Supervisor level.

When appropriate, send news releases prepared by the Strategic Communications Team in advance to affected Forests with a notice of the planned release date. Forest Supervisors should modify the information to fit local situations and issue a release to media on their contact lists that will not receive the Regional release. Each Regional release shall carry a code showing distribution. Symbols are:

WS - Wire Services

TV - Television Stations

RA - Radio Stations

WP - Weekly Newspapers

DP - Daily Newspapers

R-4 - Media indicated throughout Region

R-4 All - All media throughout the Region

The State or States covered shall be designated by the standard abbreviation.

Example:

R-4 WS DP means the release was sent to wire services and daily newspapers throughout the Region.

ID TV RA means the release only went to television and radio stations in Idaho.

1652 - CLIPPINGS. Each Forest Supervisor shall send the Regional Strategic Communications Team clippings of newspaper articles about or affecting Forest Service activities.

Routine clippings should be mailed at least weekly and time-sensitive clippings should be faxed if equipment is available (FAX number 625-5483). An original or high quality copy of material should immediately follow the fax transmittal. A staff person in the Regional Strategic Communications Team shall screen clippings and send pertinent news articles to the Washington Office. Include the name of the publication, date, and city and state with each clipping.

Strategic Communications Team shall prepare and distribute weekly to the Forest Supervisors a cross-section of the submitted clippings as the "Intermountain Region Clipsheet".
