Location: London, Telford, Newcastle, Leeds, Southend

Remuneration: Circa £90,000 (SCS Payband 1) Higher for an exceptional candidate

HMRC is going through a technical revolution in a time of rapid change that will transform the service we provide to over 50 million individuals and nearly 5 million businesses across the UK. The vision is to become a paperless Tax Authority, changing from legacy systems and a one supplier approach (under the old ASPIRE programme) to a cloud and open source environment, with Agile working. This cutting edge technical evolution and business model will increase self-service through online channels. The CDIO annual running cost is c£600m and HMRC is investing £1.3 billion to transform HMRC into one of the most digitally advanced tax administrations in the world, finishing the delivery of our multi-channel digital services. To enable this, we are looking for a motivational Head of Technology Architecture to work with the Finance and HR Leadership Teams within Corporate Services providing leadership and direction to drive the alignment of business and technology architecture.

Key responsibilities:

•  Working with Corporate Services Leadership Team (Finance, HR and Policy), providing leadership and direction to drive the alignment of business and technology architecture.

•  Gain an understanding of the relevant operational and policy strategies and help translate that into effective IT change.

•  Understand and influence operational and policy strategies, promote improved processes and develop and drive appropriate IT Strategy responses.

•  Validate that HMRC’s IT Strategy remains aligned to the appropriate operational and policy strategies.

•  Provide an improved business context to support the development of the application and data architecture.

•  Increase the identification and reuse of common services and deliver value for money.

•  Engage with other IT Leaders and the wider government community to develop a cross government perspective for their domain areas and ensure HMRC interests are represented and opportunities for HMRC are exploited.

•  Drive up HMRC’s collective Business Architecture skills through participation in the Competency Group and where possible provide some standardisation of best practice.

•  Overall support the delivery of more effective business change.

•  Distil a lot of complexities into shape and explain what solutions are required and ascertain the right deliverables.

Who we are looking for

You will need to show you have:

•  Strong knowledge of Finance and HR systems, working with SAP (would be advantageous) and putting in processes within a digital environment.

•  Understand and improve the information landscape of the department, working closely with the business stakeholders and digital teams to ensure that the department can maximise the value of its data assets.

•  Technology savvy, with a demonstrable track record of Enterprise Architecture and architecting large scale enterprise systems.

•  An excellent leader and manager, with the ability to build and lead highly skilled technical IT teams, with a successful track record in driving cultural change.

•  Clear track record of working successfully with and influencing senior stakeholders – both internally and externally and providing clear advice on complex issues to technical and non-technical audiences alike.

•  Ability to work under pressure and to respond quickly to changing circumstances and tight timetables as priorities evolve and escalate.

•  Clear evidence of successful vendor management in a multi-supplier environment and wider commercial ‘nous’, demonstrating an understanding of market pressures and realities.

•  A strong customer service ethos that has delivered tangible benefits in large and complex environments.

•  Happy to deal with ambiguity and understand key challenges.
