ACTION:

ON MOTION of Member Slater-Price, seconded by Member Horn, the Air Pollution Control Board of the San Diego County Air Pollution Control District approved the Statement of Proceedings/Minutes for the meetings of May 11, 2004, on Consent.

OVERVIEW:

State law currently exempts motor vehicles from the Smog Check program when they become 30 model years old. Motor vehicles collectively are the largest source of air pollution in San Diego County and older vehicles contribute disproportionately to this problem.
AB 2683 would end the 30-year rolling exemption. Motor vehicles currently in the Smog Check program (1976 model year and newer vehicles) would remain in the program. Motor vehicles currently exempt (1975 model year and older vehicles) will remain exempt with the same generous pass-fail emissions thresholds they currently have.

FISCAL IMPACT:

AB 2683 will have no fiscal impact on the District.

OVERVIEW:

State law currently allows air pollution control districts to collect up to $4 per registered motor vehicle to be used to implement the California Clean Air Act of 1988 and to fund projects that reduce air pollution from motor vehicles. In San Diego County, this surcharge is currently $2 per vehicle and in most other air districts it is already at $4 per vehicle.
AB 2880 would allow air district boards to increase the vehicle surcharge to $6 per vehicle by adopting a resolution to do so. This would provide additional monies to fund motor vehicle emission reduction projects (e.g., projects that reduce vehicle miles traveled) if such reductions are deemed necessary to meet clean air standards by district boards. Motor vehicle emissions collectively are the largest source of air pollution in San Diego County. AB 2880 will help ensure that motor vehicle users pay their fair share of costs to implement programs to meet clean air standards.

FISCAL IMPACT:

Each additional $1 increase in motor vehicle surcharge will increase the funding available to implement the California Clean Air Act and reduce motor-vehicle-related emissions in San Diego County by about $2.25 million annually.

APCB3. / SUBJECT: / SUPPORT FOR SB 1247 TO PROVIDE FUNDING SOURCES FOR AIR DISTRICT PROGRAMS TO REDUCE AIR POLLUTION FROM INTERNAL COMBUSTION ENGINES (DISTRICT: ALL)

OVERVIEW:

Internal combustion engines (primarily mobile sources) collectively are the largest air pollution source in San Diego County. State law currently establishes the Carl Moyer program, the Lower-Emission School Bus Program, and other programs to provide incentives to voluntarily reduce emissions from internal combustion engines (primarily high-emitting diesel engines). Because of the state’s budget crisis, ongoing funding to ensure continued emission reductions from internal combustion engines in highly unlikely.
SB 1247 will establish the Large Emission Reduction Program that will provide financial incentives to fund the incremental cost of projects that reduce air pollution from on-road vehicles, off-road equipment and vehicles, locomotives, diesel marine vehicles, stationary agricultural engines, and other high-emitting internal combustion engines. The funding mechanism has not yet been identified but will likely be from modest charges imposed on internal combustion engine users. This will help ensure that internal combustion engine users pay their fair share of air pollution control efforts.
It is expected that SB 1247 will be amended at a later date to include a funding mechanism and a methodology to allocate the funding to air pollution regulatory agencies and specified types of emission reduction projects. When this occurs, SB 1247 will be brought back to the Board to determine if a Support position is still appropriate.

Undetermined. Possibly $100-$200 million annually statewide.

APCB4. / SUBJECT: / SUPPORT FOR SB 1397 TO REGULATE EMISSIONS FROM LOCOMOTIVES AND RAIL YARD EQUIPMENT IN THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (DISTRICT: ALL)

OVERVIEW:

Currently, diesel emissions from locomotives and railroad support equipment contribute significantly to exceedances of the state and federal ozone and particulate matter standards in the South Coast Air Quality Management District and other air pollution control districts. Diesel emissions are also toxic air contaminants. Thus far, emissions from locomotives and certain rail yard equipment have not been effectively regulated by the federal government that has primary responsibility for such regulation. Only new locomotives are required to meet relatively modest emission standards. Existing locomotives are unregulated and can continue to use the dirtiest fuel available in some of the dirtiest engines known.
SB 1397 will authorize the South Coast Air Quality Management District to require railroad companies to reduce emissions from locomotives and rail yard equipment or allow them to pay a fee that would be used by the South Coast Air Quality Management District to mitigate the air quality impact of such locomotives and rail yard equipment. SB 1397 will help reduce transported air pollution to San Diego County. The technology used to comply with the emission control requirements will be directly transferable to locomotives and rail yard equipment in San Diego County.
