Meeting was called to order at 6:34 P.M.

Minutes from August 14, 2014 were approved as read.

MOTION: LARRY DYE MOTIONED TO APPROVE THE AUGUST 14, 2014 MINUTES AS READ. WAYNE GINGELL SECONDED. WENDY CHASE VOTED AYE. VICKIE STANLEY VOTED AYE.

EPIC ENGINEERING – PROJECT UPDATES

Water Tank Project

Josh Bean from Epic Engineering stated the water tank project is on schedule. The new water tank will be completed at the end of October. Gerber Construction is asking for $158,460.19 for the first application for payment.

MOTION: WAYNE GINGELL MOTIONED TO APPROVE PAYMENT 1 FOR GERBER CONSTRUCTION AND PAY THE PAYMENT IF BONDING IS DELAYED MORE THAN TWO WEEKS. THE PCIB LOAN WILL REIMBURSE CITY FUNDS ONCE THE BOND HAS BEEN COMPLETED. WENDY CHASE SECONDED. LARRY DYE VOTED ATE. VICKIE STANLEY VOTED AYE.

General Plan and Annexation Policy Update

Josh Bean stated page 6 of the annexation policy plan are the areas being considered for annexation. We will have a work session October 1, 2014 at 6:30 p.m. with the planning commission to discuss the annexation plan.

DUCHESNE COUNTY CENTENNIAL PROJECT IDEAS

Duchesne County Commission has funding for Duchesne County’s Centennial and would like Myton City to turn in a project. Myton City would like to create a walking path and upgrade our playground equipment. Mayor Cooper stated she formed a letter with this project in mind and turned it into the Duchesne County Commission. Vickie Stanley suggested adding a pavilion to the project. Matt Shipp from Epic Engineering stated a pavilion would cost $45,000 and be the same size as the current pavilion.

MOTION: WENDY CHASE PROPOSED SENDING THE LETTER FOR THE WALK-WAY, PLAYGROUND EQUIPMENT AND PAVILLION TO DUCHESNE COUNTY COMMISSION AS OUR CENTENNIAL PROJECT. WAYNE GINGELL SECONDED. LARRY DYE VOTED AYE. VICKIE STANLEY VOTED AYE.

Mayor Cooper stated she will amend the letter asking for $150,000 from the Duchesne County Commission for the centennial project.

CITY MAINTENANCE REPORT ON THE LAST MONTH’S ACTIVITIES

Ronnie Young – Maintenance

Ronnie Young has been excused from this meeting.

UTAH STATE RETIREMENT RESOLUTION JOINING THE PUBLIC SAFETY RETIREMENT SYSTEM 091814-001

Kalecia explained that Myton City’s Retirement is for Fund 15 - Non-Contributory. The Public Safety Retirement is Fund 43. A resolution needs to be passed joining the Public Safety Retirement System. Kalecia further explained that Fund 15 is calculated at 18% and Fund 43 is calculated at 34%. The Myton City Council felt that we will forego joining the Public Safety Retirement System at this time.

CON AMORE FISHING DAY DONATION DISCUSSION

MOTION: WAYNE GINGELL MOTIONED TO DONATE $250 TOWARDS THE CON AMORE FISHING DAY. WENDY CHASE SECONDED. LARRY DYE VOTED AYE. VICKIE STANLEY VOTED AYE.

EXECUTIVE SESSION – DISCUSSION OF ALLEGATIONS REGARDING MYTON CITY POLICE CHIEF

MOTION: WAYNE GINGELL MOTIONED TO ENTER EXECUTIVE SESSION AT 7:37 P.M. TO DISCUSS THE ALLEGATIONS AGAINST MYTON CITY POLICE CHIEF. LARRY DYE SECONDED. WENDY CHASE VOTED AYE. VICKIE STANLEY VOTED AYE.

MOTION: WAYNE GINGELL MOTIONED TO EXIT EXECUTIVE SESSION AT 8:35 P.M. WENDY CHASE SECONDED. VICKIE STANLEY VOTED AYE. LARRY DYE VOTED AYE.

NO MOTIONS MADE WHILE IN EXECUTIVE SESSION.

MOTION: WAYNE GINGELL MOTIONED TO PLACE CHIEF WADE BUTTERFIELD ON ADMINISTRATIVE LEAVE PENDING THE OUTCOME OF THE INVESTIGATION AND APPOINT TIMOTHY MELLOR AS THE INTERIM POLICE CHIEF. TIMOTHY MELLOR IS TO REPORT TO MAYOR COOPER. LARRY DYE SECONDED. WENDY CHASE VOTED AYE. VICKIE STANLEY VOTED AYE.
