I was inspired by reading your “Surveillance in the Information Age” article, forwarded to me by a mutual acquaintance, Lieutenant Colonel, Joe Bierly. More than just making perfect sense, your article aligned with my trademarked methodology, The Art of Deterrence. The methodology dictates the deterrence of aggressors from a prospective terror target by identifying the preliminary stages of a terror attack and the subsequent deployment of mitigation procedures to thwart the conspirators. My field of expertise is conceptual training, and following is a concept narrativefor you to consider as a foundationfor mutual contributions between Stratfor and myself.

Background and Concept: My name is Tomer Benito, age 34,, and I am a conceptual coach for security engineering and threat mitigation in the field of homeland security and counter-terrorism. I seek a platform for the dissemination of practical ideas, comprehensive knowledge, and strategic talent. I’m confident that Stratfor can be this platform and that I can be a beneficial asset to a broader business strategy for Stratfor.

Since childhood I have been an instructor, initially as a boy scout, and later in high school teaching survival and orientation groups. During military service, I trained medics and combat fighters. My advantage in training is a quick and efficient gap analysis, coupled with a unique delivery that is engaging, humorous, and motivating.

While studying for a Bachelor of Arts Degree at HaifaUniversity in Israel, I worked as a lecturer and trainer of police officers. The programs were constantly recognized for continuous learning credits. Topics included terror groups, terror methods, propaganda, and dilemmas. My training skills were launched by knowledge and experience acquired from the university, my military service, and my desire to learn and teach. Initiatives entailed the decision making process in psychological warfare. While working with the Israeli Security Agency (ISA) protecting infrastructures, I applied some unique capabilities to enhance the human element deployment in these protected environments.

In 2002, I was deployed to LAX as a security officer for El Al, the Israeli airlines. On July 4th 2002, a gunman entered a terminal and fired at passengers in the check-in area. The incident was promptly mitigated by El Al security. Police officers were stunned by the episode and consequently non- responsive. Following the incident, my functionwas to coach law enforcement on how Israelis think and follow suspicion indicators, and not merely wait like a fisherman for the fish to bite. In this position, I learned how to shape Israeli knowledge obtained through years of constant threats and deliver an educated message to people who have not had to experience the same conditions. For this tour of duty, I was distinguished as El Al’s Best Employee for 2003.

From late 2003 until 2006, I developed, designed, and directed the training department in a security company located in Los Angeles. The company provided physical security services, later shifting to intellectual property and training initiatives. My contribution was in the creation of seminars, customized training, and implementation of the Israeli methodology in the field of homeland security and counter-terrorism. The services were provided to an elite international clientele. In 2005, I received an award from the Singaporean government for improvement contributions to their Ministry of Home Affairs.

A Master of Arts Degree in Geographic Information Systems (GIS) from CaliforniaStateUniversity, Northridge, focused on the spatial distribution of suicide bombers. Currently, I’m initiating research with NanyangUniversity in Singapore on the effectiveness of deterrence measures on targets selected for terror.

In 2007, I formed Synergy CTW, LLC. The training firm specializes in security coaching and organization development for security engineering. The firm offers conceptual training in personnel selection, technology implementation, and security enhancement through intelligence. Headquarters are located in Los Angeles, California, with branches in Israel, Singapore, and Australia.
