Doug Garrison, Superintendent/President, Monterey Peninsula CCD is your presenter for this kick off session designed to provide you with an overview of the dynamics of the California Community College System and your own unique role in its operation. The session will cover the structure, theory, history and realities of a system designed with a Master Plan in mind, but which has also proven to be quite vulnerable to the influences of economics, politics and culture over the years. The presentation will inform the panel discussion to follow.

Our Panelists, each an esteemed leader in the state and expert on community college policy and operations, will utilize the prior presentation on governance as a jumping off point for a deeper examination of the transition that the system now finds itself in due to the influences of a variety of factors. Each from his own perspective will discuss the role of the administrator in confronting the challenges of a system-wide transition in an era of decline and they will answer your questions about what to expect as the higher education landscape continues to evolve.

Staying true to your core values in an era of decline and change requires vigilance and is not always an easy thing to do, much less understand all the nuances of your campus community and their values at the same time. Mark Zacovic, President, Cuyamaca College (Grossmont-Cuyamaca CCD) and a frequent Admin 101 Presenter will start the day with an entertaining and informative discussion of the multitude of dynamics that impact the campus atmosphere, and how to successfully navigate and operate through the challenges of your own unique campus culture while modeling the ethics that you believe in.

David Bugay, Vice Chancellor of Human Resources at the South Orange CCD, and a member of the ACCCA Board of Directors will join our HR Team to provide the introduction to Human Resources in today’s community college. David will focus on the larger themes and trends in the system today that impact the operational challenges faced, not just by HR directors and personnel, but by all administrators on a daily basis. His introduction will inform the duo presentation to follow as they get into the basics of HR management for administrators.

Mary Dowell, Partner, Liebert Cassidy Whitmore and Dr. Sandy Lindoerfer, a retired HR Administrator come to Irvine to reprise their roles as Admin 101 stalwarts who will bring you the latest word on human resource essentials for community college administrators. No matter your job title, all administrators, managers and directors are affected by HR operations either as supervisors or as the supervised. From a legal and professional standards perspective, this team will show you the right road to follow in any employer/employee situation. Take their advice and you’ll stay in your job and out of the court room!

Jim Austin, Vice President of Business Services at Mira Costa CCD and regular presenter at Admin 101, along with Lorenzo Legaspi, Vice Chancellor for Business at Chabot Las Positas CCD and a member of the ACCCA Board will pair up to provide you with the state level overview to the California community colleges system of finance and fiscal operations. What do the actual fiscal hierarchy and “chain of command” look like in the State of California, and how are the revenue and spending decisions actually made? The “normal”, “abnormal” and the “NEW normal” cycles of the state budget are discussed, as well as the role of the State Chancellor’s Office?

Jim will return after the break to provide the introduction to the district and campus level fiscal operations. In this brief 45 minute overview Jim will take you through the session elements that will follow and he’ll review that advance homework assignment with you! Now THAT was a fun summer activity!

Enjoy a great lunch while listening to a 20 minute “Lunch & Learn” presentation on Transformational Leadership presented by Dr. Pat White and Dr. Keith Larrick, both professors at Brandman University.

The fun just never ends today. Back from the “lunch & learn”, you hear a duo presentation, again with Jim Austin, and joining him will be Bonnie Ann Dowd, Executive Vice Chancellor, Business, San Diego CCD and the current President of the Association of Chief Business Officials (ACBO). They’ll spend the balance of the day covering the elements of how finance administration works at your campus and throughout the state including management of the General Fund, district allocation drivers and a concept known as “Closed Loop Planning.”

Strategies and Best Practices When You Can’t Believe What Just Happened!
Enjoy an evening chat with Jamillah Moore. She’s currently the President of Los Angeles Community College, but in August she’ll assume the Chancellor-ship at Ventura County CCD. Prior to her presidency at LA City College, Jamillah gained extensive experience in the private sector as an education consultant to community college districts and through her variety of recent career experiences will bring a unique perspective on just what can go wrong, and what strategies have proven beneficial in difficult situations. Jamillah will pull from the all too real experiences of your colleagues from around the state, and she will not only reinforce the knowledge that you are not alone, but provide some insights on how to effectively deal with those unique, stranger than fiction scenarios!

Manuel Baca, Member Board of Governors, California Community Colleges and Member of the Student Success Task Force will provide an overview of the Student Success effort initiated by legislation and instituted by the Chancellor’s Office that has resulted now in pending policy and operation changes. The work of the Task Force and the resulting efforts to prioritize enrollment will be discussed.
