I.Minneapolis Public Schools AVID Program

AVID is an acronym that stands for Advancement via Individual Determination. It is an elective for students in grades 6-12, devoted to increasing post-secondaryreadiness and success of first generation college students. A grant from the Cargill Foundation to AchieveMpls has assisted Minneapolis Public Schools in increasing the quality and reach of the AVID program. For more information on its nearly 30 year history, visit the AVIDnational website at

Student Demographics

The graphs below compare demographics of AVID enrollees (1,811)and all students in grades 6-12atAVID schools (12,999). The counts are from fall 2012.

AVID is succeeding in reaching students who are under-represented among college enrollees, according to race and income. Professional development focused on recruitment and retention of under-represented students helps bring about this result. Male students continue to be under-represented, but staff continues to train andimprove practices, in order to increase representation of male students.

The AVID Coordinators attend Site Teams, Coordinator meetings and Lead Tutor meetings, to assist with data use.
  • The Student Engagement Instrument (SEI) was conducted in fall 2012, spring 2013 and fall 2013.

Outputs
  • Enrollment estimate (1,376) finalized by 10/1, and 25 additional under-represented students accounted for. Evaluation tracks future increases in enrollment, retention and credit.
  • PD: 47 hours or more per teacher on required subjects. Observation by rubric monthly, with individual support. # MS teachers trained/observed/supported: 18 # HS teachers: 13
  • Program fidelity documented at 19 sites through observations, certifications, site visits and plans.
  • At least 7 teacher leaders identified for contributing to future MPS training in years 2 and 3 of the project.
/
  • # of AVID students passing fall 2012 = 1,698 –> this is an 84.8% increase since 2008 (up 779 students from 919 passing in F2008).The steps taken to reach under-represented students appear to be working because the percentages of enrollment for students of color and low income students are well above district averages. The exception is for males, who continue to be under-represented in AVID at 46.3% (an increase of .4%from last year). More detailed enrollment and evaluative data is included in the reports due July 2013.
  • PD per teacher ranged from 28 to56hours. Monthly observations are in addition to this time (~10 hours per teacher). The number of teachers trained/ observed/ supported is: 23 middle school and 15 high schoolteachers (38). PD attendance by topic:
  • 50 teachers attended Summer Institutes, where sites revised their plans based on a 3-hour workshop on best practices in recruiting, enrolling and retaining male students
  • 63 teachers attended Write Path training (reading, math, science)
  • 31 teachers attended GT Enhanced AVID training
  • 78 tutors attended Tutor Training
Cont. on next page.
  • Program fidelity is supported at 21 sites through observations and the Excellence in AVID certification process. Data are used in determining follow up from the coordinators. A total of 16 sites are certified, 2 are affiliates, and 4more are pursuing certification.
  • 6 teacher-leaders have been trained and assist in providing PD in content areas, and 3additional teachers assist with AVID training (total of 9). The national office has OK’d more training from the local network.

Outcomes, Indicators, and Measures
  1. Students will improve academic performance and growth, with decreases documented in the achievement gap.
  2. Each year, the portion of AVID students meeting annual growth targets on the MAP will rise by 3 percentage points.
Reading targets (grant yrs. 1-3): 56%, 59% and 62%, over a baseline of 53% (50% baseline for AVID st. of color)
Math targets (grant yrs. 1-3): 55%, 58%, 61%, over a baseline of 52% (baseline same for SOC and all students).
Note: targets are the same for underrepresented students, thus closing the achievement gap.
  1. AVID students will outperform non-AVID peers on the MCA.
  2. The percent of under-represented students enrolled in/completing AVID classes exceeds MPS averages.
/ After reviewing year 1 evaluation data, the AVID team refined the data collection, analysis and reporting plan, as summarized below. Based on this schedule, evaluation reports are provided twice yearly. One change is moving from a November to a January release date, due to data availability.
Treatment group variations to be studied separately, in terms of achievement and related indicators #1-3:
  • AVID credit earners
  • AVID credit earners in under-represented populations
Comparison groups:
  • MPS averages
  • Probability-matched non-AVID students
Propensity-matching of AVID participants and non-participants was done for FY10 and FY12 cohorts, and these groups will be followed through the project period. For each cohort, full year data, including the following year MAP, SEI and EPAS data, is needed to complete the studies.
Evaluation reports will include:
1.a. & b. analysis of academic growth indicators in a propensity-matched study (data available in Oct. for Jan. reports).
1.c. enrollment and demographic summary, and comparison to past years (data available in June for July reports).
  1. Students are prepared for and succeeding in advanced classes and post-secondary education. Targets:
  2. 100% of AVID students complete at least one advanced HS class (class with college equivalency).
  3. 60% of AVID students are on track for graduation.
  4. AVID students outperform non-AVID peers on EPAS measures (EXPLORE, PLAN, ACT).
  5. 65% of AVID seniors enroll in post-secondary education in the fall after graduation, exceeding the rate of non-AVID peers (Exit Survey, National Student Clearinghouse).
/ Evaluation reports will include:
2. a. course-taking data on AVID and former AVID students (data available in Sept. for Jan. reports).
2.b. on-track to graduate figures for AVID students vs. district averages (data available in Sept. for Jan. reports).
2.c. EXPLORE, PLAN and ACT propensity-matched studies (EXPLORE and PLAN data available in Feb. for July reports, and ACT data available in Sept. for January reports).
2.d. data on transition to college for AVID students vs. MPS averages (data available in Feb. for July reports).
  1. Young people are engaged in learning.
  2. AVID students show higher school engagement than non-AVID peers (SEI).
  3. AVID students attend school at higher than average rates.
/ 3.a. Student Engagement Instrument (SEI) conducted Fall 11, Spring 12, Fall 12, Fall 13: Baseline data from Fall 11 administration studied against Spring 12 and Fall 12 (future fall-to-fall data available Nov. for Jan. reports).
3.b. Attendance data for AVID students vs. MPS averages is provided (data available in June for July reports).
