CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Donor Relations and Projects Officer

DESCRIPTION OF DUTIES AND RESPONSIBILITES

In accordance with established Agency policy and procedures, the incumbent:

  • Maintain and develop effective relations with assigned locally-based donors to create a better understanding of UNRWA’s work and seek funding from governmental and non-governmental sources;
  • Liaise with the relevant staff in UNRWA Lebanon to ensure quality control and timely submission of project proposals, narrative and financial reports;
  • Develop funding proposals and draft reports for submission to UNRWA headquarters and donors;
  • Draft donor correspondence relating to the submission of projects/reports, using savings and interest, reprogramming, no cost extensions, etc;
  • Ensure the smooth management of projects under her/his portfolio (including financial monitoring);
  • Liaise with headquarters to check donor requirements, exchange information on donors requests/projects status, request financial statements, submit projects and reports to capitals (when required), etc;
  • Draft briefing note/documents for the Front Office and the Head of Donor Relations Unit upon request. Attend donor and NGO meetings and events when requested; carry out field visits to UNRWA projects when required;
  • Coordinate with the Public Information Office/Area Officers/ NMU to organize donor field visits and ensure media coverage and recognition of contributions;
  • Update donor files (soft and hard copies);
  • Write detailed handover note one week before completion of duties summarizing the status of each project.

minimum Qualifications and Experience

  • Universitydegree in international relations, administration or social science from an accredited educational institution;
  • Minimum four (4)years of progressively responsible experience in project or programme management, administration or related area;
  • Experience with the UN, national government or Non-Governmental Organizations (NGOs), or other relevant organization;
  • Evidence of a track record project management;
  • Experience working on EU funded projects;
  • Fluency in English.

DESIRABLE QUALIFICATIONS

  • A good understanding of the United Nations system;
  • Knowledge of institutional donor policies and procedures;
  • Experience working on EU funded projects;
  • Experience in humanitarian operations within or associated with the system;
  • Experience in liaising with government agencies, UN funds and programmes, donors and other stakeholders, and training in M&E and results-based programming.

CONDITIONS OF SERVICE

  • The consultant will be based in Lebanon;
  • The duration is 6 months (extendable according to availability of Funds)
  • Remuneration for this consultancy will depend on the qualifications and experience of the candidate
