Standard Toilet Specification

General Finishes Specification

Element / Requirement
Room Configuration / General / To be defined in the project brief .
Cubical size / Both male and female cubicles are to be a minimum of 88cm wide and 148cm deep.
Cleaners cupboard / Where there are currently no cleaners cupboards located on the same floor as the toilet, provision should be made (space permitting) to install a cleaners cupboard within the toilet space. For latest cleaners cupboard spec please refer to Specification on PAFONE
Fabric / Walls / Durable, cleanable smooth finishes. Eggshell finish to paintwork. Colours are to be decided in project brief, but must be of contrasting colours for the visually impaired. Walls shall be tiled in standard size tiles, or panelled in laminate – dependent on project brief. (Note: laminate should be considered first choice). Where laminate is used, it shall be Wetwall manufactured by Shore Laminates ( Where tiling is required all surfaces should be prepared using white waterproof grout and white polysulphide mastic sealant at base. Stainless steel splash backs should be fitted behind urinals where tiling used.
Ceilings / Provision of suspended ceiling is project dependent.
Suspended ceilings shall be full access and co-ordinated with flush luminares. Suspended ceiling grid shall be standard 600x600 mm size. Ceilings shall be of similar quality to Armstrong. ( - Bio Tile)
Floor / Floor shall be vinyl finish. Vinyl flooring shall be Forbo Surestep or approved equal ( Following installation, one coat of non slip sealant should be applied – as per manufacturers specification. Vinyl should be coved at edges and skirting should be avoided. Colours to be defined in project brief.
A hard-wearing latex based screed shall be used where necessary under vinyl flooring – project dependent.
Doors / The outer doors to the toilets shall be solid hardwood doors with the colour / finish being project dependent. The colour / finish should also contrast with the outer walls to aid the visually impaired. Door furniture to outer toilet door shall be standard City Highgrade Push/Pull with doorstops. Locks shall be suitable for City standard BEST locks and should be lockable via keyway/keyway. The PM is to order cores according to cleaners suiting (M10).
Windows/Joinery / Windows are project dependent, but shall all be fitted with suitable restrictors. Where necessary windows shall be draught proofed.
Mirrors / Mirrors shall be installed in all toilets, project dependent. They should be installed (screwed) 300mm above sinks. Consideration should be made to allow thorough cleaning therefore they should not be installed to full ceiling height. Large single mirrors shall be used, project dependent.

Standard Toilet Specification

Toilet Cubicles / Toilet cubicles shall be Shore Laminates or approved equal ( but must be solid core laminate. Cubicle furniture shall be standard across all projects, also shall be manufactured by Shore Laminates to enable LTM. All cubicle doors must have coat hooks.
Door Signage / Door signage shall match existing – standard across CU campus. (Female/Male/Disabled symbols with tactile information). Details can be obtained from the PAF Office.
Toilet Fittings / Sinks/WHB / Wash hand basins shall be counter fitted. Sinks shall be Armitage Shanks Sandringham 50cm sink or approved equa,l with one tap hole, overflow hole, and no chainstay hole. (
Urinals / Urinals shall be controlled via an occupancy sensor to save water, Sava Flush system or approved equal. Urinal shall be Armitage Shanks Sanura 50cm bowl or approved equal. (
Taps / Taps shall be Rada Presto TF4000S Mixer Tap or approved equal. (
Cistern & W/C Pan / W/C Pans and cisterns shall be Armitage Shanks contour 21 btw standard height or approved equal incorporating an infra red flush system (
Toilet Seats / Toilet seats shall be of an anti-vandal type, with no seat cover. The toilet seat shall have open front for hygiene, stainless steel hinges with anti-theft system and bottom fixings. The toilet seat shall be manufactured by Carrera & Matta or approved equal. (
Sanitary Bins / 1 No. sanitary bin required in each Female cubicle and 1 No. required in Disabled toilets. These will be free issued by General Services.
Waste Bins / 1 No. Waste bin required in each male, female and disabled WC. These will be free issued by General Services and journalled to the project, therefore an allowance should be made in the budget build up.
Toilet Roll holders / 1 No. Toilet roll holder required in each male, female and disabled cubicle. Where possible, the toilet roll holder should be installed on the hinge side of the cubicle. These will be free issued by General Services and journalled to the project, therefore an allowance should be made in the budget build up. (Mini jumbo roll).
Soap dispensers / 1 No. Soap dispenser required per 2 No. wash hand basins, to be screw fixed. These will be free issued by General Services and journalled to the project, therefore an allowance should be made in the budget build up.
Sanitary bag Holders / These will be free issued by General Services and journalled to the project, therefore an allowance should be made in the budget build up.
Hand dryers / Hand dryers shall be BioDrierEco Lite in white and will be installed under the CUL BioDrier lease agreement. Contractor must ensure services as set out on the BioDrier installation guide are installed ( The wall on which the BioDrier is installed must be either tiled or laminate (as detailed above) for hygiene and cleaning purposes.
Mechanical / Electrical Installation
All M&E specifications listed are intended as an overview – for the most recent revision and detail refer to specific Mechanical or Electrical CUL specification. / Hot/Cold Water Supplies and fixings / Hot and cold water supplies shall be run in 15mm BS EN 1057 table X copper pipework with soldered fittings to BS EN 1254 Part 1. The contractor shall fit 90° action isolating valves with handles to the hot and cold water supplies as close as reasonably practical to the service point. All metallic piped services shall be electrically bonded. Hot and cold water supplies shall be connected to existing services in adjacent risers or bath rooms. Wastes shall comprise 1¼” white plastic for WHB, 4” for toilets, and 1.5” for urinals. “P” traps and plastic pipework run to falls to connect to existing waste pipes in adjacent service risers. All pipework shall be adequately supported. All fixings shall be non ferrous, securely fastened and fit for purpose. All pipework to be insulated.
Electrical Installation / Refer to M&E specifications
Lighting / For lighting see standard lighting specification. Illumination shall be 150 Lux average at floor level. Lighting shall be controlled by occupancy sensors with adjustable 3-30 minute over run timer (Sava Flush). Exact type of luminaire to be as detailed in scope of works.
Small Power / Hand driers, water heaters & other equipment shall be fed from dedicated circuits run from the nearest available distribution board. Outlets shall be un-switched fused spurs. All wiring accessories shall be clearly labelled with circuit numbers. All distribution board circuit charts shall be updated. All works shall be certified to the satisfaction of the CUL Project Manager.
Existing soil & waste pipework. / A provisional sum shall be allowed to clean the existing soil & waste system from the works area to the first ground level manhole or as directed in the scope of works.
Heating / Heating to be provided to space at 19oC. It is preferable to connect to existing central heating system. Single column radiator with TRV.
Hot water / Where hot water is currently provided by a point of use heaters provision should be made to replace these with a connection to the main hot water supply.
Ventilation / Where central extract ventilation is available this shall remain but should be commissioned to ensure compliance with building regulation part F1 (minimum extract rate of 6 litres per second per WC/Urinal). Where no central ventilation is available an Xpelair (or equivalent) fan should be installed ensuring compliance with building regulation part F1 (minimum extract rate of 6 litres per second per WC/Urinal). Where an Xpelair (or equivalent) is required it is to be controlled via the lighting occupancy sensor.

General / Various / Existing fittings eg, grilles should be included as part of the “Builders Clean”.
Cleaning equipment for all new facilities should be included within the project. These will be free issued by General Services and journalled to the project, therefore an allowance should be made in the budget build up.
Applicable SKA Good Practice Measure / M28 WC cubicles - All WC cubicles must meet at least one of the following criteria:
• are reused;
• if new, are manufactured with at least 70% recycled content (measured by mass) and 100% recyclable content (designed for deconstruction with components that can be recycled);
• if new, are manufactured with 70% renewable content (straw or hemp) sourced from a UK manufacturing base; or
• are supplied with an environmental product declaration, written in accordance with ISO 14025 standards.
And:
• if timber or containing timber components, the timber meets the criteria of good practice measure D20 Timber.
E24 Energy Efficient Hand Dryers - All electrically-operated hand-dryers meet at least one of the following criteria:
• meet all the following criteria:
– have a nominal power output of 1600 W or less;
– have a drying time of 15 seconds or less;
– have an equipment motor speed of 20,000 rpm or more; and
– are sensor activated;
• have been awarded a carbon reduction label by The Carbon Trust; or
• are on the Energy Technology List for ‘High Speed Hand Air Dryers’.
E12 New Low Flush WCs - WCs have an effective flush volume of 4.5 litres or less and are either on the Water Technology List (WTL) or have an EU Water Efficiency label.
E23 Existing Low Flush WCs - Existing WCs are retrofitted with flushing devices that provide a 20% reduction in flush volume (see guidance) and meet the Water Technology List (WTL) criteria either by (in order of preference):
• being listed on the WTL;
• having an EU Water Efficiency Label that indicates performance that meets/exceeds the WTL criteria; or
• meeting/exceeding the WTL criteria based on specifications provided by the manufacturer.
E14 Efficient Taps - Flow rate on taps is limited to 6 litres/minute up to a pressure of 5 bar
(+/– 0.2 bar) and the tap fitting or flow controller is either on the Water Technology List (WTL) or has an EU Water Efficiency Label. The taps should be one of the following:
• automatic shut-off taps;
• electronic taps;
• low flow screw-down/lever taps; or
• spray taps.
Where auto-shut off or electronic taps are specified these should be restricted to no more than 20 seconds flow.
E16 Showers - Flow rate to showers is limited to 9 litres/minute up to a pressure of 5
bar (+/– 0.2 bar) and the flow controller fittings meet the Water Technology List (WTL) criteria either by (in order of preference):
• being listed on the WTL;
• having an EU Water Efficiency Label that indicates performance that meets/exceeds the WTL criteria; or
• meeting/exceeding the WTL criteria based on specifications provided by the manufacturer.
Note: This measure can be achieved by using a shower that meets the requirements or installing a flow controller to control the flow through the shower.
M24 Paper & Towel Dispensers - All paper and towel dispensers meet at least one of the following criteria:
• are reused;
• if new, are manufactured with at least 80% recycled content (measured by mass) and 100% recyclable content (designed for deconstruction with components that can be recycled);
• if containing a material covered by other good practice measures, the material meets the criteria of the other measure; or
• are supplied with an environmental product declaration, written in accordance with ISO 14025 standards. Recycled content claims must comply with ISO 14021:1999 Type II Self-declared Environmental Claims and state knowledge of IAQ emissions.

Important note:

This standard sets out the basic functional requirements for a typical new or refurbished washroom/toilet. The actual work required for a particular project will be determined in a separate SCOPE OF WORKS DOCUMENT - some elements may not be present or require replacement.
