CITY OF WAUTOMA

MEETING OF THE COMMON COUNCIL

MONDAY, FEBRUARY13th, 2017

7:30 p.m.

Mayor Nixon called the meeting of the City of Wautoma Common Council to order at 7:30 p.m. on Monday, February 13th, 2017.

Present: Mayor Nixon, Patrick King,Steve Ryerson, Trevor Diedrick, and Aaron Grimm

Excused: Lee Wise and Ed Hernandez

Prayer and Pledge took place.

Alderperson Kingmoved for approval of the minutes from the Regular Common Council meeting held on January 9th, 2017, along with Finance and Personnel meetings held on January 9th, 2017 and February 6th. 2017. The motion was seconded by Alderperson Grimmand carried 4-0.

Mr. Bohler presented both the General Fund Budget Comparison and bank account report.

Alderperson Grimm moved for approval of the agenda. The motion was seconded by Alderperson King and carried 4-0.

Alderperson King motioned to approve Operator’s license applications for Carla Ramirez and Jennifer Pape (Dollar General), Julie Williams and Christ Ellickson (Christiano’s), and Picnic License for St. Joseph’s Parish. The motion was seconded by Alderperson Ryerson and carried 4-0.

Mr. Bohler presented his report. He completed the annual retirement report with the Wisconsin Retirement System. The City hosted Ehlers to review fund balance and the state of the finances for the City. There was about $177,000 available in tax increment finance left in TID 1 and the City’s fund balance was over the average of most benchmark municipalities. Mr. Bohler stated that he participated in an Economic Development Plunge with other City officials to better understand the processes to obtain financial assistance from other agencies. He met with Hometown Bank to help analyze the City accounts and interest rates. He prepared ballots for the upcoming election on February 21st. There was a taxi service application process completed to allow for Medvan Transport to potentially begin offering fares in the area. Mr. Bohler included the list of 2017 chip sealing projects provided to him by Public Works Director, Matt Renner.

Police Chief Weiss presented his monthly report.

Mayor Nixon presented his report and stated that he was looking into a fountain to help with water flowage on the mill pond.

Alderperson Ryerson moved to approve the payment of monthly vouchers. The motion was seconded by Alderperson Grimm and carried 5-0.

Mr. Bohler opened the discussion for potential 2017 street projects by providing the available amount left in the TID District 1, with was about $177,000. Todd Trader with MSA Engineers provided details on proposed improvements on Bean and N. Oxford Street (by Post Office). Alderperson Ryerson suggested improving only Bean and keeping it wider to allow for needed parking on the road. He stated that it did not seem necessary to do a road by the Post Office that, although will eventually need repairs, was not currently in dire quality. Mr. Trader said he would go revisit his plans on Bean to find the additional costs to allow for parking on the road.

Alderperson Ryerson moved to accept proposed Option #2 regarding a solution to the Castner property at the end of North Oxford Street, which was seconded by Alderperson Grimm and carried 4-0

Alderperson Ryerson motioned to adjourn, which was seconded by Alderperson Grimm and carried 4-0. The meeting was adjourned at 8:01 p.m.
