AN ORDINANCE ADOPTING A SCHEDULE OF FEES AND CHARGES
FOR VARIOUS SERVICES, LICENSES AND PERMITS
FOR THE CITY OF APPLETON, MINNESOTA
Whereas, the City Council of the City of Appleton has adopted the Minnesota Basic Code as it has been amended and supplemented to be its city code and that code permits the city to adopt by ordinance a schedule of fees and charges for various services, licenses and permits,
Now Therefore, the City Council of the City of Appleton, Minnesota, ordains:
Section 1. All fees and charges in effect as of the date of the adoption of the city code for the city shall remain in effect unless otherwise modified by the provisions of this ordinance. All citations below are to various sections of the city code unless otherwise indicated.
Section 2. The following are the fees and charges for the permits, licenses and services listed below which are referenced to the section of the city code which authorizes their establishment:
1. The monthly charge for the collection, removal and disposal of garbage and trash from residences within the corporate limits of the city, pursuant to § 50.08 (A), shall be $15.00
2. The charge for reinstating utility service charge, pursuant to § 52.72 (B) (#), shall be $50.00
3. The charge for authorized employees to turn water on and off, pursuant to § 52.73, shall be $10.00 during normal business hours and $65.00 after normal business hours, weekends and holidays
4. The fee for making service connections, pursuant to § 51.038, shall be $1,300
5. The sewer service rates and charges to users of the wastewater treatment facility pursuant
to §51.113 and 51.114 shall be as established by ordinance or resolution prior to the
adoption of this code. Sewer rates and charges may be changed by amendment to this
ordinance from time to time pursuant to § 51.113 and 51.114.
6. The water service rates and charges to users pursuant to § 51.092 shall be established by
ordinance prior to the adoption of this code. Water rates and charges may be changed by
amendment from time to time
7. The Renter deposit fee pursuant to § 51.116 shall be $200 due before service to the rental property is connected.
8. The schedule of rates, fees and charges for permits or services pursuant to § 51.092 and
§ 52.27 shall be $5.00 per sq. ft., not to exceed a maximum of $500.00 for street opening; $ 5.00 for digging permit; $ 100.00 or $ 110.00 for service deposit
9. The fee for the towing and storage of an impounded vehicle pursuant to § 90.18 and § 90.21 shall be a minimum of $50.00 for towing and $10.00 per day for storage.
10. The fee for lifetime dog or cat licenses pursuant to § 91.02(B)(1) and (2), shall be $15.00
11. The fee for a license for an impounded dog or cat without a license pursuant to § 91.02 (B) (2) and § 91.05 (C) (3), shall be $30.00
12. The fee for a release of an impounded dog or cat pursuant to § 91.05(C) (1), shall be $15.00
13. The fee for a maintenance costs as provided by the pound for a dog or cat pursuant to
§ 91.05 (C) (2), shall be $5.00 per day
14. The fee for an open burning permit pursuant to § 92.64(B), shall be $ 25.00
15. The fee for license providing for sale of liquor pursuant to § 111.23(B), shall be $ 300.00 Liquor, $ 350.00 Wine per year or pro-rated, $ 50.00 On Sale
16. The license to operate a business that offers tattooing or body piercing services pursuant to § 114.03(A), shall be $ 300.00
17. The license fee pursuant to § 115.04, shall be 3% of gross sales
18. Water Usage Charge - $5.00 per 335 cubic feet/2,500 gallons of water
Sewer Usage Charge –
*Winter Rate-During the months of November through April: $1.75 flat fee plus $2.49 per
100 cubic feet of water used (Aug 2006 fee of $2.49 changes to $2.99, Jan 2007 changes to $3.49)
*Summer Rate-During the months of May through October: same as winter rate, up to a limit
which is set using an average figured by using the usages from November to April.
Water Service Charge - $2.00
Sewer Service Charge - $14.25
Recreation Fee - $.85
Garbage Fee - $15.00 plus sales tax
19. Rental Property Licensing pursuant to § 155
The initial license shall be $50 per unit and a renewal fee of $50 per unit every three years
Appeal Process must be accompanied by a filing fee of $100
Failure to comply shall be subject to an administrative penalty of $100 plus $10 per each
rental unit
