AHOUSE RESOLUTION

TO RECOGNIZE AND COMMEND JULIAN K. “DUKE” BROWN OFHORRY COUNTY FOR HIS SIGNIFICANT, LIFESAVING WORK WITH THE JUNIOR LIFEGUARD PROGRAM IN MYRTLE BEACH.

Whereas, the South Carolina House of Representatives has profoundgratitudefor the educators who train and prepare our children, the state’s most valuable resource, for the future; and

Whereas, Duke Brown graduated from the University of North Carolina at Greensboro in 1976 and began his career as an educator teaching fifthgraders in Durham before moving to Horry County in South Carolina a year later; and

Whereas, for a year he served at Socastee High School and then from 1978 until 1991, he taught physical education and was a coach at Woodland Park Elementary and Middle schools on the Myrtle Beach Air Force Base; and

Whereas, from 1991 until 2000, Mr. Brown served as a physical education teacher at Laurel Bay Intermediate School, part of the Department of Defense Dependent Schools (DoDDS) system; and

Whereas, he taught physical education at Seaside Elementary School from 2000 to 2009, while serving as the Junior Lifeguard coordinator. Since 2009, he has served at St. James Elementary School, continuing as the Junior Lifeguard coordinator there; and

Whereas, in addition, Mr. Brown has served as the Horry County Police Department’s beach safety director since 1988 and has coauthored two lifeguard information procedure manuals for Grand Strand lifeguards; and

Whereas, the allure of our breathtaking seascape remains a foremost beauty of the Palmetto State, providing enjoyment and recreation for our citizens and visitors and exposing to danger all those who do not understand how to interact with it safely; and

Whereas, the Junior Lifeguard course at Seaside Elementary and Saint James Elementary schools provides fifthgraders with instruction in skills and knowledge that enable them to make good decisions regarding the dangers of living near the water; and

Whereas, a schoolbased activity currently in its fourteenth year, the Junior Lifeguard program offers fifthgraders the opportunity to improve swimming techniques, provides instruction in survival and rescue skills, and allows students to engage in recreational aquatic activities safely; and

Whereas, in addition to directing the Junior Lifeguard program, Mr. Brown has served as an American Red Cross (ARC) volunteer safety instructor since 1982 and as vice chairman for both the ARC State and Regional Health and Safety committees; and

Whereas, recognition for his lifetime of outstanding public service includes Seaside Elementary School Teacher of the Year award in 2008, the 2010 Community Life Saving Award from the National Drowning Prevention Alliance, the 2011 National Water Safety Congress Award of Merit, and the ARC Spirit of Excellence Award from Elizabeth Dole; and

Whereas, the South Carolina House of Representatives is pleased to honor Duke Brown for his contributionsto the education, welfare, and safety of our citizens through the Junior Lifeguard program. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and commend Julian K. “Duke” Brown for his significant, lifesaving work with the Junior Lifeguard program in Myrtle Beach.

Be it further resolved that a copy of this resolution be provided to Julian K. “Duke” Brown.
