HOLDREGE CITY COUNCIL May 2, 2017
Holdrege City Council met in regular session Tuesday, May 2nd, 2017 at 7:00 p.m. in the Council Chambers of City Hall at 502 East Avenue in Holdrege with Mayor Doug Young presiding. Council members present were Doug Simpson, Mike Sisson, Mary McDermott, Larry Gibbons, Troy Urbom, Larry Marvin, Jeff Nantkes and Randy Aldrich. City Staff also present were Rod Osborn, Kim Parsons, Dennis DaMoude, Bob Rager and Dane Jensen. Media was represented by Tunney Price of the Holdrege Daily Citizen.
Notice of the meeting was given in advance by publication in the Holdrege Daily Citizen; the City’s designated method for giving notice, and by announcement from radio station KUVR/KMTY. The Mayor and Council received notification of the agenda in advance.
Mayor Young called the meeting to order at 7:00 p.m. City Clerk Dane Jensen announced, “State Law requires this body to announce at this time that a copy of the current Open Meetings Act is posted at the back of the room where it is accessible to the public” and took roll. Mayor Young began the meeting with a moment of silence and the Pledge of Allegiance.
A motion by Councilmember Gibbons to approve the Consent Agenda including:
- this agenda,
- the payment of the claims as submitted
- the minutes of the April 17th, 2017 regular Council meeting and
- an Application for Special Designated Liquor License allowing Jeff Bombeck dba Cow Town Saloon of Holstein, NE to serve alcohol in the Holdrege City Auditorium from 6:00 p.m. until 1:00 a.m. on Saturday, June 10th, 2017 for the Coons/Beck Wedding Reception.
was seconded by Councilmember Marvin. All members present voted aye. Motion carried.

During Public Forum Chamber of Commerce Executive Director Carol Rapstine thanked City crews for getting new banners installed in the downtown area.
Mayor Young presented donation checks of two hundred and four hundred dollars from the City and ACE (Public Alliance for Community Energy) respectively to Holdrege High School Robotics Club members Daniel DeFreese and Ryan Salisbury for their group’s distribution of door hangers promoting ACE as a natural gas supplier prior to the Choice Gas selection period.
Councilmember Sisson addressed other members on behalf of the Heartland Cruisers Car Club and requested the use of portions of East and West Avenues as well as 5th Avenue for the club’s Show and Shine Car Show during Swedish Days. A motion to approve the request was made by Councilmember Simpson and seconded by Councilmember Urbom. Roll call aye: McDermott, Gibbons, Urbom. Marvin, Nantkes, Aldrich and Simpson; abstain: Sisson. Motion carried.
Councilmember Marvin explained that he had requested an agenda item to discuss solutions to the ongoing problem of nuisance properties throughout Holdrege. Members discussed some specific properties while acknowledging that the problem was city-wide and considered actions to reduce the propagation of hazardous and unsightlynuisance conditions including more aggressive enforcement and possible advantages of employing a full-time Code Enforcement Officer. Following a probing discussion, members agreed to send the item to the Public Safety Committee for further review with recommendations to be received at the June 6th regular meeting of the Council.
In Open Discussion:
Councilmember McDermott acknowledged that the Police Department was currently two officers short with the recent resignation of Officer Fetters and Officer Bliss attending the Law Enforcement Training Center.
Councilmember Nantkes inquired aboutpossible storm sewerobstructions at 3rd and East Avenue.
Police Chief Dennis DaMoude informed members the Department would be testing officer applicants on Saturday.
Mayor Young shared the success of Citizen Reporter Tunney Price and Police Officer Werner in a local weight loss competition.
There being no other business to discuss Mayor Young adjourned the meeting at 7:42 p.m.
Regular meetings of the Council are held at 7:00 p.m. on the first and third Tuesdays of each month in the Council Chambers of City Hall at 502 East Avenue in Holdrege, Nebraska unless otherwise advertised. Agendas, as well as any Ordinance, Resolution or Agreement of the City, are kept on file, constantly current and available for public inspection at the Office of the City Clerk, 502 East Avenue in Holdrege.
