1.Purpose of Document

The purpose of this document is to capture the requirements and design specification for a Charge Code in one document.

2.Introduction

2.1Background

Locational Marginal Prices will be used in principle to settle Energy transactions. Price Locations and Aggregated Price Locations are defined on collections of network nodes. A LMP will be calculated for each Price Location and each Aggregated Price Location.

The CAISO calculates and accounts for Imbalance Energy for each Dispatch Interval and settles Imbalance Energy for each Settlement Interval for each resource within the EIM Area and all System Resources Dispatched in Real-Time.

Imbalance Energy consists of following:

  • IIE – instructed imbalance energy
  • FMM Instructed Imbalance Energy Settlement (CC 6460)
  • FMM Instructed Imbalance Energy EIM Settlement (CC 64600)
  • RTD Instructed Imbalance Energy Settlement (CC 6470)
  • RTD Instructed Imbalance Energy EIM Settlement (CC 64700)
  • UIE – Uninstructed Imbalance Energy
  • Real Time Uninstructed Imbalance Energy Settlement (CC 6475)
  • Real Time Uninstructed Imbalance Energy EIM Settlement (CC 64750)
  • UFE – Unaccounted for Energy

To the extent that the sum of the Settlement Amounts for IIE, UIE, and UFE does not equal zero within the CAISO Balancing Authority Area, the CAISO will assess Charges or make Payments in Real Time Imbalance Energy Offset (CC 6477) and in Real Time Imbalance Energy Offset EIM (CC 64770) for the resulting differences to all Scheduling Coordinators based on a pro rata share of their Measured Demand for the relevant Settlement Interval. To the extent that the sum of the Settlement Amounts for IIE, UIE, UFE, and GHG does not equal zero within the EIM Balancing Authority Area, the CAISO will assess Charges or make Payments in Real Time Imbalance Energy Offset EIM (CC 64770) for the resulting differences to EIM Entity Scheduling Coordinator ID, respectively.

In the Real-Time Market, the negative and positive Congestion Charges associated with a valid post-Day-Ahead TOR and ETC schedule change (including changes submitted to the Hour-Ahead Scheduling Process and changes submitted closer to Real-Time where allowed by the contract) will be reversed in CC 6788 RTM Congestion Credit Settlement. Because Congestion Charges are implicitly collected by the CAISO in the Real-Time settlement and there are no holders of rights to receive Real-Time Congestion revenues, all charges for Real-Time Congestion will be accumulated in special and separate Balancing Authority Area neutrality accounts. The CAISO Real-Time Congestion Charges less Virtual Bid Adjustment shall be distributed back to non-ETC Control Area metered Demand and exports in Real Time Congestion Offset (CC 6774). The EIM Balancing Authority Area Real-Time Congestion Charges shall be distributed to the applicable EIM Entity Scheduling Coordinator in Real Time Congestion Offset EIM (CC 67740).

If the CAISO calculates non-zero amounts from the sum of IIE, UIE, and UFE, the CAISO will first compute the Real-Time Congestion Offset (CC 6774) and allocate it to all Scheduling Coordinators based on Measured Demand, excluding demand associated with ETC or TOR Self-Schedules for which RTM Congestion Credits was provided and excluding demand associated with ETC, or TOR Self-Schedules for which IFM Congestion Credits was provided.

CAISO will then compute the Real-Time Marginal Cost of Losses Offset and allocate it to all Scheduling Coordinators based on Measured Demand, excluding Demand associated with TOR Self-Schedules for which IFM and RTM Marginal Cost of Losses Credit for Eligible TOR Self-Schedules were provided.

To the extent that the sum of the Settlement Amounts for IIE, UIE, and UFE, less the HASP and RT Energy Congestion revenues computed within Real-Time Congestion Offset (from CC 6774) less the Real-Time Marginal Cost of Losses Offset does not equal zero, the CAISO will assess Charges or make Payments in Real Time Imbalance Energy Offset (CC 6477) for the resulting differences to all Scheduling Coordinators based on a pro rata share of their Measured Demand excluding demand quantity for the valid and balanced portion of TOR contract self-schedules in Real-Time and Net Measured Demand of Load Following MSSs.

For the three allocations above, Measured Demand allocation basis for MSS as specified in the Tariff 11.5.4.2 shall be applied.

Neutrality is achieved in the three offset accounts for the non-zero sum of IIE, UIE, UFE and HASP and RT A/S Congestion revenues while factoring in the congestion credits and loss credits/charges.

CC6774 will provide neutrality for the congestion portion, while CC6477 will provide neutrality for the remaining balance, through a two bucket allocation approach as described above. CC6774 covers the RT Ancillary Service and Energy Congestion revenues and factoring in the congestion credits to ETC/TOR holders. CC6477 will cover the sum of IIE, UIE, and UFE less the RTM Energy Congestion revenues and factoring in the loss credits and charges to TOR holders.

The Real-Time Congestion Offset amounts to be allocated will come from the congestion revenues from FMM Energy computed in CC 6460, from DA Virtual Awards liquidated in FMM as computed in CC 6473, from Real-Time Energy as computed within CC 6774, and from AS Imports as computed in CC 6715, 6725, 6755, and 6765, minus the RTM Congestion Credits computed in CC 6788.

RTM Congestion Credits to ETC/TOR Holders (CC 6788) would appear as a reduction to the Congestion revenues in CC 6774 (RT Congestion Offset).

In addition, for EIM, there will be out-of-market virtual schedule congestion contribution, for which virtual bid adjustments need to be made and settled with the SC with the virtual schedule in CC 6774.

2.2Description

This Charge Code allocates the Congestion Offset amount computed from Real-Time Congestion Precalc for the CAISO BAA.

implements the first step of neutrality for IIE, UIE and UFE as provided for in CAISO MRTU Tariff. In particular, this Charge Code allocates the RTM Energy and AS Congestion revenues net the RTM Congestion Credit settlement amount to Scheduling Coordinators based on their Measured Demand excluding ETC/TOR Self-Schedules for which IFM and RTM Congestion Credits were provided.

For every Trading Hour, the Real-Time Congestion Offset Amount is computed as the sum of:

(a)the Congestion revenues from FMM (from CC 6460) and Real Time Energy (calculated within CC 6774) including any Operational Adjustments, with the revenue computed based on the Day-Ahead Schedule deviation of metered quantities plus UFE multiplied by the applicable MCC at each relevant pricing node or aggregation using relevant price and quantity granularities.

(b)the Congestion revenues from AS Imports in the Real-Time Market (CC 6715, 6725, 6755, 6765)

(c)the CAISOSettlementIntervalTotalRTMCongestionCreditSettlementAmount from CC 6788, and

(d)the virtual award RTM congestion revenues from CC 6473.

Theis offset amount is allocated to Measured Demand excluding the valid and balanced ETC/TOR schedules for which Real-Time Market Congestion Credits were provided and to ETC/TORschedules for which IFM Congestion Credits were provided. In addition, for Scheduling Coordinators of MSS operators that have elected to Load Follow or net Settlement, or both, the offset amount is allocated based on the MSS Aggregation Net Non-ETC/TOR Measured Demand.

The SCs that scheduled ETC/TORshall have their Measured Demand reduced by the valid and balanced schedule quantities for which IFM and RTM Congestion Credits were provided prior to being allocated the Real-Time Congestion Offset. This holds true even if the congestion credits were credited to the contract designated BillingSC, which maybe different from the aforementioned SCs.

In addition, fFor EIM, the out-of-market virtual schedule congestion contribution, for which virtual bid adjustments need to be made is computed and will be settled with the virtual bidder SC with the virtual schedule in this charge code.

3.Charge Code Requirements

This Charge Code also settles with SCs that have virtual schedules the Real Time virtual bid adjustments for out-of-market congestion contribution within the EIM Area.
1.1 / This Charge Code shall be calculated daily on an hourly basis.
1.2 / The allocation amount to each SC with Measured Demand is the product of the RTCongestionOffsetRate and their Measured Demand less the Demand quantity associated with the recognized valid and balanced ETC/TOR SS for which IFM and RTM Congestion Credits were provided to the designated Billing SC.
1.3 / The valid and balanced ETC/TOR Self-Schedules per contract shall be deducted from the Measured Demand of the SC who scheduled contract self-schedules.
1.4 / For an MSS, regardless of gross or net settlement election, the Measured Demand basis shall be the MSS Aggregation Net Non-ETC/TOR Measured Demand. Calculation is done at each MSS bubble on the net metered load excluding valid and balanced ETC/TOR Self-Schedules (SS) for which IFM and RTM Congestion Credits were provided. The calculated value is then summed across all MSS bubbles for the MSS Aggregator. To this value, the exports quantity excluding valid and balanced ETC/TOR at those exports where applicable is added to come up with the Measured Demand basis.
